Recently, Amazon Canada sellers who deal in electronic products with USB ports must have received email notifications from Amazon, requiring them to provide CSA C22.2 No.42 - Plug-in USB Test Reports issued by SCC-accredited certification bodies. The specific content of the email is as follows:

Hello,

Thank you for submitting the updated documents. We are unable to validate your ASIN [BOU] because your product still has unmet compliance requirements. Please follow the instructions below.

You must submit the following documents: Amazon’s listing policy mandates certification for Plug-In USB products. To sell Plug-In USB on Amazon, you must apply for and submit either:

i.  A test report or certificate from an SCC-accredited certification body, demonstrating that your product complies with CSA electrical safety standards or the harmonized UL standards listed below; OR

ii. An Amazon declaration form that includes an electrical safety listing ID/model number, which is also listed in the database of an SCC-accredited certification body and complies with the electrical safety standards or harmonized UL standards listed below:

CSA C22.2 No.42 - Plug-in USB

Reasons for CSA C22.2 No.42 Standard Requirements

1. Regulatory Compliance

Canada’s Electrical Safety Act explicitly stipulates that all electronic and electrical products must obtain CSA certification before entering the market. As a dedicated safety standard for plug-in USB devices, CSA C22.2 No.42 fully covers core indicators such as electrical performance, mechanical strength, and fire safety.

As a platform, Amazon must strictly comply with Canadian federal and provincial regulations to avoid legal liabilities arising from the sale of non-compliant products.

2. Market Access and Risk Mitigation

The Canada Border Services Agency may conduct random inspections on products without the CSA mark, resulting in detention or destruction of goods. Amazon’s pre-audit of test reports helps sellers reduce logistics losses and disputes.

Note: Do not print the CSA mark on products without valid CSA certification (the same applies to UL certification).

If a product causes complaints or accidents due to safety issues, Amazon may be held jointly liable. Mandatory testing can effectively reduce such risks.

Product Types Triggering CSA C22.2 No.42 Testing Requirements

The following products are required to provide CSA C22.2 No.42 test reports when sold on Amazon Canada:

Product Category

Specific Product Examples

Key Testing Focuses

Plug-in USB Sockets

Wall sockets with USB ports, desktop sockets

Electrical insulation, plugging/unplugging durability, temperature rise control

USB Power Strips/Extension Cords

Multi-port USB power strips, power extension cords with USB ports

Short-circuit protection, load capacity, fire-retardant material testing

Portable USB Chargers

Car USB chargers, travel chargers

Input/output voltage stability, overload protection, shell flame retardancy

Smart Plug Devices

Smart sockets supporting USB power supply, timer sockets

Wireless function compatibility, circuit isolation performance

Notes:

① Exemption Scope: Sockets with only traditional outlets (no USB ports) and pure data cables (without charging function) generally do not require this report.

② Associated Standards: Some products may need to comply with additional standards (e.g., UL 498 or CSA C22.2 No.223), depending on their specific functions.

Core Requirements and Process of Test Reports

1. Testing Content

① Electrical Safety Testing: Dielectric withstand voltage test (e.g., 2200V for 1 minute), leakage current test, grounding continuity test.

② Mechanical Testing: Plugging/unplugging lifespan test (≥ 5,000 cycles), terminal pull-out force test (≥ 30N).

③ Fire Safety Testing: Material flame retardancy must meet UL 94 V-0 rating.

2. Document and Label Requirements

① Packaging and Manuals: Must include bilingual (English and French) safety warnings and operating instructions.

② Documents for Amazon Review: Test reports or certificates issued by SCC-accredited certification bodies must be submitted.

3. Certification Process

a. Select a Laboratory: Choose a certification body accredited by the Standards Council of Canada (SCC).

b. Sample Submission for Testing: Provide 3–5 samples. The testing cycle is usually 7–10 working days, with costs ranging from approximately USD 2,200 to USD 4,500.

c. Rectification and Retesting: If the product fails the test, optimize the design (e.g., replace flame-retardant materials) and resubmit samples for testing.

Consequences of Non-Compliance and Recommended Countermeasures

1. Risks of Non-Compliance

① Product Removal: Products without submitted reports or missing labels will be forcibly removed from Amazon’s shelves.

② Fines and Recalls: Health Canada may initiate product recalls and impose fines of up to CAD 100,000 on non-compliant products.

2. Recommended Countermeasures

① Pre-Testing Optimization: Conduct pre-testing through laboratories before mass production to identify design defects (e.g., excessive temperature rise).

② Supply Chain Management: Require suppliers to provide csa certification documents for key components (e.g., USB modULes).

③ DynaMIC Compliance Monitoring: Keep track of CSA standard updates (e.g., potential new energy efficiency requirements in 2025) to ensure continuous product compliance.

Amazon Canada’s implementation of CSA C22.2 No.42 testing requirements for plug-in USB devices is primarily aimed at ensuring product safety and compliance. Sellers should focus on categories such as sockets, power strips, and chargers, and plan the certification process in advance to avoid operational risks.
