On February 26, 2025, the European Committee for Standardization (CEN) published three toy testing method standards:
- EN 71-15:2025 – Toy Safety - Part 15: Formamide in Foamed Toy Materials (Content).
- EN 71-16:2025 – Toy Safety - Part 16: Certain Chlorinated Phosphate Flame Retardants (TCEP, TCPP, TDCP) in Toy Materials.
- EN 71-17:2025 – Toy Safety - Part 17: Certain Isothiazolinones (MIT, CIT, BIT) in Water-Based Toy Materials.

The purpose of developing these three testing method standards is to verify whether toy materials comply with the limit values specified in Appendix C of Annex II to the EU Toy Safety Directive 2009/48/EC.
These standards will be adopted as national standards by CEN member states, and any conflicting national standards will be replaced by the end of August 2025 at the latest. They are expected to be approved by the European Commission and listed as harmonized standards under the Toy Safety Directive 2009/48/EC after their publication in the Official Journal of the European Union (OJEU).
