What is ANATEL Certification?

ANATEL (Agência Nacional de Telecomunicações) is the National Telecommunications Agency of Brazil, responsible for regulating telecommunications, radio, and relevant telecom-related products in the country. ANATEL certification is a market access certificate issued after conducting compliance assessments on the safety, electromagnetic compatibility (EMC), radio frequency (RF) and other aspects of devices with wireless communication functions or those connected to telecommunication networks.

 

Which Products Require ANATEL Certification?

In general, electronic products involving wireless communication, connected to telecommunication networks, or potentially affecting communication networks are required to apply for ANATEL certification, including but not limited to:

① Smartphones, tablets and computers with radio modules

② Routers, modems, gateways and switches with wireless local area network (WLAN) interfaces

③ Radio frequency (RF) modules (e.g., Wi-Fi, Bluetooth, LoRa, Zigbee, LTE/5G modules)

④ Internet of Things (IoT) devices with wireless connectivity functions

⑤ Radio communication equipment, repeaters and base stations

⑥ Other smart devices that may have an impact on telecommunication networks

 

Certificate Types and Validity Periods

In accordance with the provisions of Act No. 7280 issued by Brazil's National Telecommunications Agency (Anatel), product compliance assessment is mainly based on two types of certificates: Certificação (Certification) and Declaração de Conformidade (Declaration of Conformity).

Regarding the validity period of certificates, the typical Anatel certificate validity period is 2 or 3 years. Enterprises must complete the certificate maintenance process within this time window; otherwise, the certificate will become invalid, and the products shall not be sold or used in the market any longer.

 

Common Application Process for ANATEL Certification

01 Preliminary Assessment

Confirm whether the product requires ANATEL certification, as well as the applicable regulations and test items.

02 Technical Document Preparation

Prepare Portuguese user manuals, product technical specifications, circuit diagrams, ISO 9001 certificates, etc.

03 Test Sample Submission (Send Samples to Local Laboratories in Brazil)

Arrange RF, EMC, safety and other tests in accordance with technical requirements.

04 Application Submission and Review

Submit ANATEL review materials (technical dossiers, test reports, etc.) through a certification body; after approval, the certification number/certificate will be issued.

05 Certificate Maintenance

After obtaining the ANATEL certificate, enterprises need to cooperate with market supervision and random inspections, and renew the certificate before its expiration date.
