Under the Radiocommunication Actand associated regulations, ISED has established testing standards for analog and digital terminal equipment and is fully responsible for managing the certification of electronic and electrical products entering the Canadian market. This certification system not only ensures product quality and safety but also serves as a necessary passport for market access in Canada.

 

Scope of Applicable Products

IC (ISED) certification applies to a wide range of electronic products, including:

 

- Lighting Products: Household and commercial lighting equipment, including LED lamps, fluorescent lamps, etc.

- IT and Peripheral Devices: Computers, printers, scanners, keyboards, mice, servers, network storage devices, etc.

- Audio/Visual Equipment: Televisions, audio systems, headphones, cameras, projectors, etc.

- Mechanical Equipment: Machinery with electronic control modules or circuit systems, such as automated production line equipment and CNC machines.

- Electrical Equipment: Household appliances (refrigerators, washing machines, microwave ovens) and industrial electrical tools (welding machines, power tools).

- Telecommunication Devices: Mobile phones, routers, switches, modems, wireless access points.

- Industrial, Scientific, and Medical (ISM) Devices: Measuring instruments, laboratory equipment, and certain medical electronics (e.g., monitors, ultrasound systems).

Certification documentation varies depending on whether the product has wireless functionality:

 

 (A) Non-Wireless Products

The application process is relatively simple and requires:

 

- Product Samples: Fully functional units provided in the quantity specified by ISED for testing.

- Product Manual: Detailed explanation of product functionality, technical specs, operating instructions, and safety information.

- Application Form: Complete and accurate company and product details, including technical parameters.

 

 (B) Wireless Products

Wireless devices require IC-ID certification and more comprehensive documentation:

 

1. Schematics: Clear and complete circuit diagrams, indicating key component specifications and connections.

2. Block Diagram: Functional layout showing the relationships among internal modules.

3. Circuit Description: Detailed explanation of circuit operation, signal processing, frequency control, etc.

4. User Manual: Operating instructions, maintenance, and troubleshooting information.

5. RF Prototype: Sample dedicated for RF testing, must match the final production model in RF performance.

6. Software/Hardware Version Numbers: Clearly identified for version tracking and management.

7. Product Serial Number: Unique identifier for each unit for traceability.

8. Canadian Representative Info: Contact and address of the authorized local representative.

9. Fixed Frequency Software Version: If applicable, include version number and operational instructions.

 

Certification Timeline and Process

Timelines vary by product type:

 

- Non-Wireless Products (IC Certification): Testing and certification by a third-party lab typically takes around 1 week.

- Wireless Products (IC-ID Certification): Requires approval from a Telecommunication Certification Body (TCB). The full process, including testing, document review, and compliance assessment, takes approximately 4 weeks.

 

Key Certification Standards

ISED has established several core technical standards:

 

- ICES-001: For analog equipment. Sets electromagnetic compatibility (EMC) limits to prevent harmful interference.

- ICES-003: For digital terminal equipment. Regulates electromagnetic radiation and conducted emissions.

- RSS Series: Covers transmitters and receivers. Specifies frequency range, power output, modulation techniques, spurious emissions, etc., for wireless devices.

 

Key Changes After IC Became ISED

Transitioning from IC to ISED introduced the following updates:

 

1. Authorization Letter Format: All letters must now be addressed to "Innovation, Science and Economic Development Canada".

2. Certification Number: The original IC numberhas been renamed ISED Number, although the product label format remains as IC:XXXXX-YYYYYYYYY. Internal documentation must use the updated terminology.

 

Product Labeling Requirements

Products sold in Canada must follow ISED labeling guidelines:

 

 (A) ICES-003 Compliance

Labels must clearly display the warning:

"CAN ICES-3 ()/NMB-3()",

where is replaced by the proper classification, e.g., "CAN ICES-3 (B)/NMB-3 (B)".

 

(B) Wireless Product Labeling (RSP-100)

- Product Marketing Name (PMN): Displayed on the product, packaging, or via digital methods (QR code, NFC tag).

- Hardware Version Identifier (HVIN)and ISED Number: Must be permanently marked externally or electronically. Format:

IC:XXXXXX-YYYYYYYYYYY(IC prefix is mandatory).

- Firmware Version Identifier (FVIN)and Host Marketing Name (HMN): Must appear in manuals or technical documents.

- Small Products: For devices with limited space, labeling can be placed in the manual. Electronic manuals are acceptable.

 

(C) Notices

Manuals or product packaging must include Noticesas follows:

 

- Declare applicable test standards and certification details.

- Identify version-specific certifications if multiple variants exist.

- Provide information in both English and French. If only English is submitted during application, a written declaration must promise French inclusion at sale.
