Energy Efficiency Certification for Servers in Europe,USA

As information technology services expand, servers have become more powerful and are operating for longer durations to meet rising communication demands. This has led to substantial energy consumption. Servers are the core energy-consuming equipment in data centers, accounting for approximately 50% to 60% of total consumption. Improving server energy efficiency is a key step in reducing overall data center energy use.

 

Key Regulatory Updates

China

On December 28, 2023, the State Administration for Market Regulation (Standardization Administration of China) issued the national standard GB 43630—2023, titled “Minimum Allowable Values and Energy Efficiency Grades for Tower and Rack Servers.”Published by the China Standards Press, it will come into effect on January 1, 2025.

 

European Union

The EU implemented Commission Regulation (EU) 2019/424on March 1, 2020, which sets ecodesign requirements for servers and data storage products.

 

Phase 1(Article 1.1.1): Effective from March 1, 2020

Phase 2(Article 1.1.2): Originally scheduled for January 1, 2023, postponed to January 1, 2024under Notice 2022/C 469/03

Applicable Product Scope

China Energy Conservation Certification

Applies to tower and rack servers with 1 or 2 processor sockets.

Excludes:Bladed servers and multi-node systems.

 

China Energy Labeling

Applies to general-purpose 1-way and 2-way tower and rack servers.

Excludes:Bladed servers, multi-node servers, full cabinet servers, high-performance computing systems, servers with only auxiliary accelerators, slim servers, fault-tolerant servers, storage servers, hyper-converged infrastructure servers, and resilient servers.

 

European ErP

Applies to servers and online data storage products.

Excludes:Embedded application servers, small servers under Regulation 617/2013, servers with more than four processor sockets, large and fault-tolerant servers, network servers, and small/large data storage products.

 

U.S. ENERGY STAR®

Applies to computer servers, blade systems, fault-tolerant servers, resilient servers, multi-node servers, high-storage servers (SHS), server appliances, and high-performance computing (HPC) systems.
