Export Electric Blanket Compliance: Preventing CPSC Recalls

Update time : 2026-10-15

[Summary] Exported electric blankets caused 53 burns! 195,000 products exported by Chinese enterprises face emergency recall by the CPSC. Recently, the U.S. Consumer Product Safety Commission (CPSC) issued an emergency recall notice for electric blankets and heating pads. A certain brand's electric blankets and heating pads have experienced multiple incidents of smoking, melting, and catching fire due to the overheating of internal heating elements. A total of 195,000 products will be recalled. Cross-border sellers must attach great importance to product compliance risks.

As autumn sets in and temperatures drop, electric blankets and heating pads are ushering in their peak sales season.

However, recently, the U.S.

The recalled heating blankets and heating pads mainly involve four types of models. The products appear in blue, gray, brown, and red, with polyester fiber fabric. The products support machine washing and are equipped with a detachable white temperature-regulating remote control. They were sold on online platforms from September 2022 to July 2026, including single-piece and two-piece packs.

The internal cause of the recall is that the heating wires inside this type of electric blanket overheat and fail, which can easily cause the blanket to smoke, melt, and catch fire, posing the dual safety hazards of fire and burns.

Currently, a total of 577 user reports of heating element overheating, smoking, melting, and burning have been received, including 53 actual burn injury incidents. The CPSC advises users who have purchased this batch of products to immediately stop using them and contact the brand to apply for a full refund. Since the number of recalled items is as high as 195,000, exporters will face massive financial losses.

This large-scale recall also sounds an alarm for the vast number of sellers in the heating category. Compliance is not a retroactive remedy, but a mandatory prerequisite course before exporting. Therefore, to avoid the risks of recall and delisting, in addition to excellent product quality, the products must also strictly meet U.S. compliance requirements.

What Mandatory Compliance is Required for Exporting Electric Blankets to the U.S.?

Electric blankets must comply with ul 964 "Standard for Safety for Electrically Heated Bedding", which covers electric blankets, electric mattress pads, electric quilts, and bed heating pads. Mainstream platforms such as Amazon and Walmart mandate NRTL listing qualifications; UL, ETL, or CSA are all acceptable.

Key Testing Items: Heating wire bending durability, washing durability, overheat protection, temperature control failure protection, flame retardant performance, and voltage withstand insulation. This recall was precisely caused by the overheating failure defect of the heating wire. Non-compliant labeling will also trigger platform delistings, customs detentions, and CPSC investigations.

Mandatory Requirements for Labeling

1.NRTL Certification Mark (UL/ETL Logo).

2.Model, brand, and the complete name and address of the U.S. local importer (marking only the Chinese factory is invalid).

3.120V voltage, rated power, and safety warnings: do not fold when in use, instructions for use, and washing instructions.

4.The model must be printed simultaneously on both the controller body and the outer packaging label.

Looking back at the soaring natural gas prices in Europe in 2022, there was once an export buying craze for domestic electric blankets. In the autumn and winter of 2026, electric blankets and heating pads are still hot-selling categories in Europe, but electric blankets entering the EU also need to meet corresponding regulatory requirements.

EU Compliance for Exported Electric Blankets

The core safety standard for electric blankets and heating pads is EN 60335-2-17; the certification format is CE, which needs to meet the LVD (low voltage directive) and EMC (Electromagnetic Compatibility), accompanied by a DOC (Declaration of Conformity) self-declaration document, and requires a third-party test report at the same time.

In terms of local responsible entities, an eu authorized representative (EU Rep) is a mandatory requirement. Recycling regulations must comply with the weee directive and mandatory EPR registration for packaging, and DOC conformity declaration documents must be prepared. The textile part must meet the relevant general safety regulations for textiles. Once a product is notified by the RAPEX risk alert system, the commodity will face mandatory market withdrawal and recall processing.
