[Summary] Over 33 Million RMB in Losses! CPSC Urgently Recalls 270,000 Chinese-Made Products.
Recently, the U.S. Consumer Product Safety Commission (CPSC) issued another recall notice for non-compliant products, sounding the compliance alarm once again for cross-border sellers.
The product involved in this incident is a blue dinosaur Montessori felt busy board from a certain brand, exported from China to the United States.
This blue felt toy features a carrying handle, elastic cords, and button structures, totaling 5 pages. It was sold on Amazon US from March 2023 to July 2026, with a total recall volume of approximately 276,000 units and a price ranging from $18 to $30. Calculated at the minimum selling price of $18, the loss amounts to at least 33 million RMB.
The core reason for this recall is that the red knob on the second page of the product may detach after tension and torque testing, forming a hazardous small part. This poses a choking hazard, classifying it as a high-risk physical and mechanical non-compliance, which directly violates the CPSC's small parts regulation for children's products intended for children under three years of age (16 CFR Part 1501).
Currently, no casualties have been reported, but the CPSC has advised consumers to immediately stop using the product and keep it away from young children.
It is not hard to see that the root cause of this recall lies in the product failing the tension test. When many sellers produce Montessori busy boards, early education cloth books, and fabric early education toys, they often feel that the felt fabric structure is simple and feels sturdy to the touch, thereby ignoring the importance of laboratory simulated child abuse testing.
This product has no circuit boards and no sound modules, so it does not require electrical toy standards testing. The focus is on basic safety of children's products + physical and mechanical testing. Because the age labeling directly determines the strictness of the testing level—as long as it is labeled "suitable for 3 years and under," the standards for torque and tension testing will increase sharply. This product requires the following compliance certifications:
A mandatory document for children's products intended for children 12 and under. It can only be issued after a testing report is provided by a CPSC-accepted third-party laboratory, and it is a strict requirement for listing on Amazon.
ASTM F963: Covers mechanical and physical properties (small parts, torque/tension—which is the exact issue in this incident), flammability, and chemical testing.
CPSIA: Regulates lead in paint/surface coating (≤90ppm), total lead in substrate materials (≤100ppm), and 6 types of phthalates.
For products intended for children under 3 years old, parts must not detach and form swallowable small parts after abuse testing (tension, torque, drop, etc.).
Information such as the manufacturer's name, batch number, and place of origin must be printed on the product itself and its packaging to ensure the CPSC can trace and verify the product.
1.CE Toy Marking: This is not an independent certificate; it is affixed based on a testing report combined with a DoC (Declaration of Conformity).
2.EN71 Basic Three-Part Testing Reports:
a.EN71-1: Mechanical and physical safety; strict requirements for small parts and tension/torque for children under 3.
b.en71-2: Flammability (burn rate of felt fabric).
b.EN71-3: Migration of certain elements (heavy metals).
3.reach regulation: Management of SVHC (Substances of Very High Concern) and phthalates.
4.Supporting Documents: DoC (Declaration of Conformity), technical files, and an eu authorized representative (EC REP).

Toys for young children are never just "as long as they can be played with"; physical safety is the primary red line. Whether a product is compliant should not be judged by a "sturdy feel." Risks must be determined through laboratory simulated child abuse testing.
In this incident, the recall of hundreds of thousands of units, combined with the losses in product value, logistics, and after-sales, is enough to severely damage a company's vitality. Therefore, sellers must self-check the following points before shipping:
1.Is the product age labeling accurate? Is it mistakenly labeled for under 3 years old?
2.Have all detachable parts (knobs, buttons, patches, small fasteners) undergone torque/tension abuse testing?
3.Certificate matching: Do the age grading, sample version, and material in the CPC/CE/UKCA reports completely match the mass production goods?
4.Are the packaging and product tracking labels complete?
5.Has the felt fabric undergone flammability testing, as well as heavy metal and phthalate testing?
