Food Contact Material (FCM) Compliance Testing

Listing products and packaging materials that come into direct or indirect contact with food on cross-border platforms like Amazon requires the relevant FCM test report qualifications. This is the core prerequisite for smooth onboarding and compliant sales.

What Exactly is FCM Testing?

FCM testing, or Food Contact Materials safety and compliance testing, primarily verifies that these materials will not migrate toxic or harmful substances into food during normal use, safeguarding consumer food safety from the source.

Whether it is plastic, metal, glass, ceramic, paper, or rubber products, as long as they come into contact with food, they must meet the FCM compliance standards of the corresponding region.

Which Products Require FCM Testing?

  • Packaging Consumables: Food plastic bags, glass bottles, aluminum foil packaging, plastic wrap, sealed bags, etc.

  • Daily Kitchenware: Cutlery, bowls, plates, cups, cooking pots, cutting boards, oven baking trays, etc.

  • Home Appliance Accessories: Coffee maker inner pots, juicer filters, electric kettle inner walls, food processor contact parts, etc.

  • Baby and Children's Products: Baby bottles, pacifiers, children's specific tableware, baby food storage containers, teethers, etc.

  • Industrial Supporting Equipment: Food processing equipment, production conveyor belts, container sealing rings, conveying pipelines, etc.

What are the Core FCM Testing Items?

  • Sensory Evaluation Testing: Tests whether the material causes the food to develop off-flavors, discoloration, or contamination.

  • Harmful Substances Migration Testing: Simulates usage scenarios to test whether the migration levels of heavy metals, plasticizers, BISphenol A (BPA), formaldehyde, primary aromatic amines, etc., exceed standard limits.

  • Overall Migration Testing: Determines the total amount of leachable substances in the material to judge whether it meets standard limits.

  • Specific Substance Screening: Targeted testing for different materials, such as plasticizers in plastics, fluorescent whitening agents in paper, heavy metals in metals, etc.

  • Regulatory Compliance: Conducts full compliance inspections referencing target market regulations such as EU No 10/2011, US FDA 21 CFR, China's GB 4806 series, etc.

The Complete FCM Testing Process

  1. Standard Selection: Matches the corresponding food contact material regulations based on the product's export country/region.

  2. Material Classification: Clarifies the product's material types, usage scenarios, and food contact conditions.

  3. Simulant Selection: Selects suitable food simulants based on the type of food the product will contact.

  4. Sample Submission & Pre-treatment: Provides a sufficient and representative amount of samples for the laboratory to complete preliminary processing according to standards.

  5. Experimental Testing: Conducts migration experiments at standard temperatures and durations, analyzing harmful substance content through precision instruments.

  6. Report Issuance: Generates a detailed test report indicating the test items, test methods, data results, and compliance judgment conclusions.

Important Considerations for FCM Testing

  • Compliance ≠ Absolute Safety: Meeting regulations is the basic threshold. Some unrestricted substances may still pose potential risks; comprehensive screening is highly recommended.

  • Strict Supply Chain Management: Control upstream raw material quality, require suppliers to provide compliance certificates, and conduct regular audits.

  • Standardized Labeling and Claims: Products must be labeled "For Food Contact" or with the fork-and-glass symbol, and all related marketing claims must be supported by test reports.

  • Dynamic Regulatory Tracking: National food contact material regulations update rapidly; continuous monitoring is required to ensure long-term compliance.

Core Reminder: FCM testing is an essential qualification for listing food contact products on cross-border e-commerce platforms.
