When exporting lithium batteries to the United States, compliance is the first threshold for expanding overseas, and the UL62133 test report is a core credential that is frequently mentioned. Many enterprises are confused: "Must all lithium batteries exported to the US undergo UL62133 testing?" In fact, the answer is not absolute; it needs to be accurately judged based on the battery type, application, and export scenario.
UL62133 is a safety standard for portable sealed secondary batteries formulated by Underwriters Laboratories (UL) in the United States. It primarily targets portable batteries such as lithium-ion and nickel-metal hydride batteries. Through comprehensive safety testing, it verifies that the batteries pose no risks of fire, explosion, or leakage under electrical, mechanical, and extreme environmental conditions. The issued test report is an official compliance credential recognized by the US market.
Unlike other voluntary tests, the UL62133 test report is directly linked to US market access—customs clearance, e-commerce platform listings, and offline channel admissions will all strictly inspect it. Without this compliance report, not only will the goods be unable to enter the country, but they may also face detention, fines, and it may even impact the enterprise's subsequent export qualifications.
Combined with the latest requirements of the US FDA, CPSC, and e-commerce platforms (such as Amazon and TEMU), the following two types of lithium batteries exported to the US have the UL62133 test report as a hard requirement; it is absolutely indispensable:
Portable lithium-ion/lithium polymer batteries: Whether it is a separately exported cell, battery pack, or a built-in battery for consumer electronics (Bluetooth headsets, power banks, smartwatches, tablets), all must complete comprehensive testing in accordance with UL62133-2 (the exclusive standard for lithium-based batteries) and have a report issued. This type of battery is the mainstream category exported to the US, accounting for over 90% of total lithium battery exports, and is also a key focus of regulatory spot checks.
Portable nickel-metal hydride (NiMH)/nickel-cadmium (NiCd) batteries: Nickel-metal hydride and nickel-cadmium sealed batteries used for small digital devices and portable instruments must be tested in accordance with UL62133-1 (the standard for nickel-based batteries) and be issued a compliance report to successfully pass the admission review.
Not all lithium batteries exported to the US require the cost of UL62133 testing. The following 3 types of scenarios can be exempted; accurately distinguishing them can significantly save time and costs:
Non-portable lithium batteries: Such as automotive power batteries, industrial energy storage batteries, and batteries for large medical equipment. These batteries are large in volume and lack portability. They need to adapt to specific safety standards like ul1973 and UL2580, and do not require UL62133 testing.
Lithium cells exported separately (non-consumer): If only lithium cells are exported, and it is explicitly stated that they are used in non-consumer electronics fields such as industrial equipment or mechanical equipment, and official proof of application can be provided, they can be tested according to ul1642 (the exclusive standard for cells) as a substitute, and do not require UL62133 testing.
Finished products already containing integrated certification: When a lithium battery acts as a built-in component, if its accompanying finished product (such as a complete power bank or Bluetooth headset) has already passed integrated standard certifications like ul2056 or UL62368, and the certification report explicitly includes battery safety test items, a separate UL62133 report may not be required.
Laboratory qualification is the core: Testing must be conducted by an accredited laboratory with UL TPTDP qualification. Reports issued by unaccredited laboratories will not be accepted by the US market, which means the testing was done in vain.
Adaptation to new regulations is required: In 2026, the US further strengthened lithium battery safety supervision. The UL62133-2 test items added battery cycle life and over-temperature protection verification. Failure to test according to the new regulations will result in an invalid report.
Exporting lithium batteries to the US with a UL62133 test report is not a "one-size-fits-all" mandatory option, but it is almost always required for portable consumer lithium batteries (lithium-based and nickel-based). Enterprises need to first clarify their own battery types and export scenarios, accurately match compliance requirements, and avoid incorrect or missed applications in order to efficiently and compliantly expand overseas and reduce unnecessary losses.
