Toy Safety Standards EN 71 Parts 18 and 19

The European Committee for Standardization (CEN) has released two new standards concerning phenol and BISphenol A (BPA) in toys, which will become national standards in June 2025. In December 2024, CEN introduced two new testing methods for determining the presence of phenol and bisphenol A (BPA) in specific toy materials:

 

Key Highlights of EN 71-18:2024

EN 71-18:2024 Safety of Toys – Phenol in Aqueous (Content) and Polymeric (Migration) Toy Materials

EN 71-18:2024 Phenol Content and Migration in Aqueous and Polymeric Toy Materials

 

1. Scope:

Applicable to toys intended for children under 36 months or other toys intended to be placed in the mouth:

- Phenol content in aqueous toy materials

- Phenol migration in polymeric toy materials

 

2. Substance: Phenol

 

3. Definition:

- “Aqueous toy materials” refer to toy materials formulated with water. This means that water is intentionally added to the water-containing component during the manufacturing process, excluding materials that unintentionally absorb moisture.

 

4. Methods:

- Phenol migration: Water, 37°C, 3 hours, shaking, followed by instrumental analysis

- Phenol content: Methanol, stored at room temperature for a specified time, shaking, followed by instrumental analysis

 

5. Requirements:

- Phenol migration limit: ≤ 5 mg/L

- Phenol content limit: ≤ 10 mg/kg

1. Scope:

Applicable to toys intended for children under 36 months or other toys intended to be placed in the mouth.

 

2. Substance: Bisphenol A (BPA)

 

3. Methods:

- Water, 37°C, 3 hours, shaking, followed by instrumental analysis

 

4. Requirement:

- BPA migration limit: ≤ 0.04 mg/L

 

Compliance and Testing

Toy manufacturers must strictly control raw materials and production processes and undergo relevant testing to ensure compliance with the standard requirements.
