Waste Electrical and Electronic Equipment Regulations

The weee directive (Waste Electrical and Electronic Equipment Directive) is the European Union's directive on the recycling and treatment of waste electrical and electronic equipment. It aims to reduce environmental pollution caused by electrical and electronic waste and promote the recycling of resources. The latest version is 2012/19/EU, which was published on August 13, 2012, and officially implemented on February 14, 2014.


Testing Scope

The WEEE Directive applies to the following 10 categories of electrical and electronic equipment:

  1. Large household appliances (e.g., refrigerators, washing machines)

  2. Small household appliances (e.g., vacuum cleaners, toasters)

  3. IT and telecommunications equipment (e.g., computers, printers)

  4. Consumer equipment (e.g., televisions, radios)

  5. Lighting equipment (e.g., fluorescent lamps, LED lights)

  6. Electrical and electronic tools (e.g., electric drills, chainsaws)

  7. Toys, leisure, and sports equipment (e.g., video game consoles, electric toys)

  8. Medical devices (e.g., X-ray machines, electrocardiographs)

  9. Monitoring and control instruments (e.g., smoke detectors, thermostats)

  10. Automatic dispensers (e.g., beverage vending machines, snack vending machines)


Testing Items

The WEEE Directive itself does not involve specific testing items; rather, it requires manufacturers to recycle and treat electrical and electronic equipment. However, to comply with the requirements of the WEEE Directive, manufacturers typically need to test their products in the following aspects:

  • Restriction of Hazardous Substances (RoHS): Testing the content of hazardous substances in products, such as lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB), and polybrominated diphenyl ethers (PBDE).

  • Material Identification: Identifying materials such as plastics and metals used in the products to facilitate recycling and treatment.

  • Recyclability Assessment: Assessing the recyclability of the products and taking measures to improve their recyclability.


Standards and Regulations

  • WEEE Directive: 2012/19/EU

  • RoHS Directive: 2011/65/EU

  • EN 50581:2012: Technical documentation for the assessment of electrical and electronic products with respect to the restriction of hazardous substances.

  • IEC 62321: Determination of certain substances in electrotechnical products.

Required Documents for Testing and Certification

  • Product Information: Product name, model, specifications, technical parameters, etc.

  • Circuit Diagram and BOM: Product circuit diagrams and Bill of Materials (BOM).

  • Material Declaration: Declarations of materials such as plastics and metals used in the product.

  • Testing Application Form: A completed testing application form specifying the testing items and requirements.

  • Other Documents: Depending on the specific circumstances, product manuals, samples, etc., may need to be provided.


Selection of Testing Agency

Select a third-party testing agency with CMA and CNAS qualifications, such as JJR LAB, to ensure the accuracy and authority of the test results.


Precautions

  • The requirements of the WEEE Directive and RoHS Directive may be constantly updated, so it is necessary to pay timely attention to the latest developments.

  • Before testing, consult the testing agency to understand the specific testing items, testing methods, and fee standards.

  • Keep the testing report safe as proof that the product complies with regulatory requirements.
