What is the EU Declaration of Conformity (DoC)?

1. What is a DoC?

A DoC is a declaration signed by the manufacturer before placing a product on the market. It states that the product complies with all applicable EU regULations/standards.

 

2. Which products require a "physical DoC to be attached"?

Typical examples include: Radio Equipment (RED), Machinery (MD), Unmanned Aircraft Systems (UAS), Personal Protective Equipment (PPE), Gas Appliances (GAR), Measuring Instruments (MID), Construction Products (CPR), etc.

 

3. What are the core requirements?

① Meet the language requirements of the country/region where the product is sold.

② For certain product categories (e.g., radio equipment and UAS), either a full version or a simplified version is acceptable. The simplified version must include a web link to the full version.

③ The DoC must be consistent with relevant information such as qualification documents, declaration details, and product labels/plates.

Mandatory Rules for Attaching a Physical DoC

1. Basic Requirements

Under the EU Radio Equipment Directive (RED) and UAS-related regulations, products within the scope must be accompanied by an EU Declaration of Conformity (DoC), which can be either a full version or a simplified version. Specific requirements are as follows:

(1) Language Requirement

The Declaration of Conformity must use the language officially required by the country/region where the product is intended for sale.

(2) Format Requirement

① Full-version DoC: Refer to the [Full-Version Information] example for reference.

② Simplified-version DoC: If a simplified version is attached to the product, a website URL to obtain the full text of the DoC must be provided. Refer to the [Simplified-Version Information] example for reference.

(3) Information Consistency

The information in the Declaration of Conformity must be consistent with the shared information in relevant qualification documents, including:

① Product identification (name/model)

② Manufacturer information

③ List of regulations/standards

④ Signatory and their position

⑤ Place and date of signature

⑥ Traceability information

⑦ For simplified versions, only the URL to the full version is required.

Confirmation before submission: The document is clear and legible, the signature/seal is complete, the language is correct, and it is consistent with qualifications/labels.

 

Non-Compliance Reminders

(1) Violation: Incorrect language (not provided as required by the selling country)

Compliance Reminder: Ensure the document is in the corresponding language version. For simplified versions, ensure the link points to the full version in the same language.

 

(2) Violation: Simplified version without a link or with an invalid link

Compliance Reminder: Ensure the simplified version includes an accessible URL to the full version, and regularly verify its validity.

 

(3) Violation: Missing manufacturer name/address or inconsistency with the declaration

Compliance Reminder: Ensure the document information is consistent with the declared information, label information, and qualification document information.

 

(4) Violation: Inconsistent product name/model (DoC vs. qualifications/labels/frontend)

Compliance Reminder: Ensure unified naming of document information. Update labels and qualification documents synchronously if necessary.

 

(5) Violation: Improper listing of applicable regulations/standards (missing or incorrect directives/regulations)

Compliance Reminder: Ensure the document lists regulations based on actual applicability, avoiding "over-listing/incorrect listing/old version numbers".

 

(6) Violation: Incomplete signature information (missing signature/position/date)

Compliance Reminder: Ensure the document includes elements such as the signatory's name and position, date, and place of signature.
