Update time : 2026-09-03

Toys exported to Europe must pass the en71-2 toy safety standard testing to be sold on the European market. Testing agencies can assist in processing the EU toy EN71-2 test report. The EN 71 series was drafted under a mandate given to CEN by the European Commission and the European Free Trade Association, supporting the essential requirements of the EU Directive 2009/48/EC. Follow along below to learn more about the contents of toy EN71-2 testing.

Brief Introduction to EN71-2

EN 71-2 – Flammability specifies the categories of flammable materials prohibited in all toys. The primary focus of this standard is to reduce the risk of burns. It includes general requirements applicable to all toys, as well as specific requirements and test methods for the following toys, which are considered to pose the greatest hazards:

  • Toys worn on the face or head (beards, moustaches, wigs, masks, hoods, headdresses, etc.), excluding paper novelty hats usually supplied in party crackers.

  • Toy disguise costumes and toys intended to be worn by children in play.

  • Toys intended to be entered by children.

  • Soft-filled toys (plush toys).

The test verifies the rate of flame spread or the maximum value of the "after-flame time". These measures are designed to give children enough time to drop the toy or distance themselves from it before severe injuries occur.

While EN 71-1 and EN 71-2 are critical standards to satisfy, other EN standards and requirements must also be met. Testing laboratories can quickly and efficiently perform all the tests required by the Toy Safety Directive, enabling your toys to smoothly enter the market.

What are the Requirements for EN71-2 Testing?

Toys must not contain the following materials:

  • Celluloid (cellulose nitrate), except when used in varnish, paint, or glue, or in balls for table tennis or similar games.

  • Highly flammable solids.

  • Materials with a piled surface which produce a surface flash when a flame is applied to the test material.

  • Toys must not contain flammable gases, extremely flammable liquids, highly flammable liquids, flammable liquids, and flammable gels.
