Amazon's lithium battery compliance has officially "changed rules". This time, there is no transition buffer period, directly ending the era of sellers independently uploading reports!
Attention sellers of smart home, consumer electronics, and 3C digital products: For products containing rechargeable lithium batteries, testing reports will no longer be uploaded by sellers themselves. They must be verified by an Amazon-authorized TIC third-party agency and submitted directly to the platform.
Security cameras, video doorbells, Bluetooth earphones, speakers, tablets, smart sensors, multimeters... a large batch of trending categories are all included in the scope of the new regulations.
The rules have completely changed. If you continue to use the old method to upload reports, the audit will directly fail, and the Listing will be taken down.
In the past: Sellers obtained the testing report and could independently upload it to the Amazon backend to achieve compliance.
Now (New strict regulation):
❌ Prohibits sellers from independently uploading any testing reports.
✅ Must be audited, verified, and directly uploaded to the platform by an Amazon-authorized TIC service provider.
The compliance audit authority has been completely taken back by the platform's authorized agencies. Sellers have lost the independent submission permission, and the compliance process for all lithium battery-related products has been fully standardized and strictly audited.
Scope of Application: All smart home and consumer electronic products equipped with rechargeable lithium batteries.
Includes three types of batteries: Lithium-ion (Li-ion), Lithium Polymer (LiPo), and Lithium Iron Phosphate (LiFePO4).
Security cameras, video doorbells, smart locks, motion sensors with light/alarm functions, air quality monitors, environmental monitors, temperature and humidity sensors, environmental sensors, digital multimeters, clamp meters, radon gas detectors, various meters, smart roller blinds/curtains, gaming consoles, tablet computers, Bluetooth speakers, headphones, TWS true wireless earphones, displays, etc.
NiMH/NiCd battery-powered devices, standard alkaline non-rechargeable battery devices, pure AC-powered devices, medical devices, fall alarm devices, clocks, remote controls, timers, cylindrical lithium batteries, standard button lithium battery devices.
Bare batteries and battery cells sold separately are not within the scope of this policy. They are subject to Amazon's specific "Lithium-ion batteries" policy, and the submission portal is completely different. Do not confuse the operations.
The corresponding standards for the categories in this new regulation are extremely strict. If the standard is matched incorrectly or testing items are missed, the audit will uniformly fail, wasting time and testing costs.
Mandatory Standard: UL/CSA C22.2 No. 62368-1
Application: General safety specification for audio/video, information and communication technology equipment
Must fully meet two standards:
UL/CSA-C22.2 No. 61010-1 (General safety requirements for electrical equipment)
UL/CSA-C22.2 No. 61010-2-032 / 61010-2-033 (Special standards for handheld sensors and multimeters; choose one of the two to match the product)
Compliance with one of the two is sufficient:
ul 1310 (Class 2 Power Units Safety Standard)
ul 62368-1 (General Audio/Video and IT Equipment Safety Standard)
Choose one of three battery standards + two mandatory additional tests
Mandatory Additional: un 38.3 Transportation Testing + BTS Battery Test Summary
Amazon explicitly stated four 100% essential compliance conditions. Missing any single one will result in a direct audit failure:
The Listing must completely match: Model Number, Part Number/Item Number, Brand/Manufacturer Name; compliance information must be submitted to the platform for filing as required.
Must complete commercial insurance verification, upload the COI (Certificate of Insurance) credential, and be included in the platform's enhanced compliance control system.
All controlled ASINs must be verified and submitted by an Amazon-authorized TIC service provider. The fixed process is:
Laboratory Testing → Document Audit Verification → Authorized TIC directly uploads to Amazon
Laboratory reports without authorization qualifications must undergo a secondary verification by an authorized TIC, otherwise, they are invalid.
All reports, pictures, and materials must be original and unmodified. AI generation, tampering, and forgery are prohibited. The platform will strictly inspect the authenticity of the materials.
Corresponding Category for This New Regulation: Household appliances powered by lithium batteries
Covered Sites: United States, Canada, and 10 European countries
Compliance Authorized Agencies (14 in total):
BV, CQC, Cotecna, CSA Group, DEKRA, Eurofins, ITS-Intertek, Nemko, SGS, Shenzhen Anbotek, Shenzhen BCTC, TÜV Rheinland, TÜV SÜD, UL.
Dynamic updating of the list: The agency qualifications change monthly. Be sure to rely on the selectable service providers in the backend dropdown menu, and do not blindly continue to use the old list.
Sites are not universal: The service site scope of each agency is fixed. Qualifications cannot be mixed across different sites.
Categories are subject to platform notifications: The ASIN policy attribution is subject to the Account Health notification, prioritizing the platform's judgment.
Note: For ASINs without a TRF submission option, directly appeal in the backend, and the platform will assign a compliance process accordingly.
✅ Only Accepted: Pass, NA (Not Applicable)
❌ Fully Rejected: Fail, Not compliant, Not met, blank with no result
Eliminate reports issued by laboratories whose qualifications have been suspended;
All documents and pictures must be original and authentic, with no modifications and no AI generation;
Manuals, warning statements, and labels must adapt to the local language of the sales site;
Actual product photos must cover all sides to ensure that the Listing, the physical product, and the test sample are consistent;
For bundled set products, each individual item must independently provide compliance documents.
