Amazon Japan December Compliance Requirements

On December 25, 2025, the revised version of Japan’s Product Safety Four Laws will come into formal implementation, marking a comprehensive upgrade of compliance thresholds for Amazon Japan! According to official notifications from Amazon, all sellers offering electrical devices, batteries, infant toys and other product categories must complete pse certification and METI filing before the deadline. Failure to do so will result in risks such as product delisting and account suspension.

Three Core Changes to Japan’s 2025 New Compliance regulations

The revision issued by Japan’s Ministry of Economy, Trade and Industry (METI) is known in the industry as the "strictest compliance order in history", bringing three major adjustments:

1. Upgraded Classification Certification System

Electrical products are categorized into specified electrical appliances (116 types, requiring the diamond-shaped pse mark) and non-specified electrical appliances (341 types, requiring the circular PSE mark). Among them, 20 product categories including lithium batteries and power adapters are listed as high-risk products, which must be tested by laboratories accredited in Japan. JJR Laboratories has obtained authorization from Japan’s VCCI and can directly issue test reports compliant with JIS standards.

 

2. Transfer of Filing Responsibility Subject

The new regulations clearly stipulate that overseas sellers must act as specified importers to bear direct compliance responsibilities and must appoint a Japanese domestic manager (local representative). 3. Mandatory Labeling Requirements

Product nameplates must display the PSE mark, filing number (in the format of X-XXXX-XXXX) and local representative information simultaneously. JJR’s case data shows that in 2024, 37% of Amazon sellers faced product delisting due to incomplete label information, with "inconsistency between importer name and filing documents" accounting for the highest proportion.

 

According to public data released by METI, the product categories covered by the 2025 new regulations have expanded to 214 types, including traditional high-demand goods: mobile phone chargers (PSE certification), children’s scooters (ST certification) and Bluetooth headsets (radio equipment certification). Amazon’s system has launched active monitoring—ASINs without a submitted filing number will be converted to unsellable status at 00:00 on December 26.

 

After the implementation of the new regulations, market access qualifications for Amazon Japan will become scarce resources. Sellers who proactively establish a compliance system in advance can leverage VC account authorization for distribution to capture market share from non-qualified sellers. Earlier certification brings greater store advantages, such as lower CPC advertising costs and higher BSR ranking compliance rates.

Key Compliance Points for PSE + METI Filing

③ Electronic version of the Japanese instruction manual

Upon successful filing, a 10-digit notification number will be issued, which must be displayed on the product detail page.

 

Additional Compliance Reminders for Cross-border Trading Enterprises/Sellers

(1) For wireless communication products

(e.g., Bluetooth devices, Wi-Fi module products, etc.), Amazon Japan also requires telec certification. This standard specifies safety limits for human exposure to radiofrequency electromagnetic fields, ensuring that the electromagnetic radiation of wearable devices remains within a safe range during normal use. ① Addition of an altitude simulation test (under pressure conditions ranging from 101.3 kPa to 11.6 kPa)

② Expansion of the temperature cycle test range to -40℃ ~ +85℃

③ Strengthened requirements for battery case impact resistance
