Update time : 2025-03-19

CE certification serves as a mandatory entry pass for electronic and electrical products into the European market.

E-commerce platforms impose strict CE-RED certification requirements for electronic products. Any product involving wireless communication must obtain this certification before entering the EU market. The certification covers remote control products, radio equipment, mobile phones, Bluetooth products, and more. These products must comply with EU safety, health, environmental, and consumer protection regULations.

Introduction to EU CE-RED Certification

Before wireless products can be legally sold in the EU market, they must undergo testing and approval in accordance with the RED directive and must bear the ce mark.

The RED Directive 2014/53/EU applies to wireless remote control products, ensuring they comply with EU regulations.

RED (Radio Equipment Directive) specifies the compliance requirements for wireless products, focusing on four key aspects:

- Health protection

- Electromagnetic compatibility (EMC)

- Radio frequency compliance

- low voltage directive (LVD) – This applies regardless of the product’s power supply method.

For non-harmonized radio standards, certification from a Notified Body (NB) is mandatory. However, for harmonized standards, NB certification is optional and depends on customer requirements.

CE-RED Certification Standards

Different types of wireless products require specific test standards for certification. Here are some examples:

- 125KHz RFID → Standards: EN300330, EN301489-1/-3, EN62311

- 13.56MHz RFID → Standards: EN300330, EN301489-1/-3, en62479

- 27MHz devices → Standards: EN300220-1/-2, EN301489-1/-3, EN62479

- 433MHz devices → Standards: EN300220-1/-2, EN301489-1/-3, EN62479

- 2.4GHz (Bluetooth, Zigbee, WiFi) → Standards: EN300328, EN301489-1/-17, EN62479 or EN62311

- Wireless charging products → Standards: EN303417, EN301489-1/-3, EN62311

- 5G WiFi (single-band, no DFS) → Standards: EN301893, EN301489-1/-17, EN62311

- 5G WiFi (two bands, no DFS) → Standards: EN300440, EN301489-1/-17, EN62311

- 5G WiFi (three bands, with DFS) → Standards: EN301893, EN301489-1/-17, EN62311

- 5G WiFi (full spectrum + 2.4GHz WiFi) → Standards: EN301893, EN300328, EN300440, EN301489-1/-17, EN62311

- 5.8GHz products → Standards: EN300440, EN301489-1/-17, EN62311

CE-RED Certification Testing Items

To obtain CE-RED certification, wireless products must undergo the following tests:

1. Electromagnetic Compatibility Testing (emc test) – Ensures minimal interference with other electronic devices.

2. Low Voltage Directive (LVD) Testing – Now required even for battery-powered RF products.

3. radio frequency testing (RF Test) – Conducted as per European ETSI standards.

4. Spectrum Usage Notification – Required for specific frequency bands.

5. CTR (TBR) Testing – Compliance with EU telecommunication regulations.

6. Electromagnetic Safety & Health Protection (SAR Evaluation) – Assesses exposure limits for human safety.

Required Documents for CE-RED Certification

Applicants must prepare the following materials:

- Operational Description – A detailed technical description in English.

- Block Diagram – Showing all oscillators and their frequencies, matching the schematic diagram.

- User Manual – Instructions for product operation.

- Schematics – Must align with the block diagram in terms of oscillator frequency, quantity, and placement.

- Product Label – Includes certification markings and identification.

- Wireless Module Technical Parameters – Covers frequency range, number of channels, max transmission power, antenna gain, and modulation method.

Required Sample Units for CE-RED Certification

To complete the certification process, the following sample units must be provided:

- One fixed-frequency RF test unit

- One standard production unit

- For multi-channel products: A fixed-frequency unit is required.

- For single-channel products: Provide both continuous transmission and continuous reception test units.

After testing is complete, a report is issued. If NB certification is required, the report and necessary documents are submitted to an NB organization. Upon approval, an NB certificate is issued.

Scope of CE-RED Certification

CE-RED certification applies to all radio equipment sold or used in the EU market, including:

- Wireless communication devices

- Wireless LAN equipment

- Bluetooth devices

- RF remote control equipment
