Update time : 2025-08-15

CE certificationis the mandatory “passport” for electronic and electrical products entering the European market. E-commerce platforms have strict CE-RED certification requirements for electronic products.

Wireless communication products must obtain this certification before entering the EU market.

This certification covers remote-control products, radio equipment, mobile phones, Bluetooth devices, etc., and products must comply with EU requirements for safety, health, environmental protection, and consumer protection.

Introduction to EU CE-RED Certification

Before wireless products can be legally sold in EU countries:

1. They must be tested and approved according to the RED Directive.

2. They must bear the CE mark.

RED(Radio Equipment Directive) sets compliance requirements for wireless products.

The RED Directive requires compliance with:

1. Health requirements.

2. EMC (Electromagnetic Compatibility).

3. Radio performance.

4. LVD (low voltage directive) — required regardless of power supply type.

Important:

1. Using non-harmonized radio standards → NB (Notified Body) application is mandatory.

2. Using harmonized standards → NB application is optional, depending on customer needs.

CE-RED Certification Standards (by product type)

1. 125KHz RFID:EN300330, EN301489-1/-3, EN62311

2. 13.56MHz RFID:EN300330, EN301489-1/-3, EN62479

3. 27MHz devices:EN300220-1/-2, EN301489-1/-3, EN62479

4. 433MHz devices:EN300220-1/-2, EN301489-1/-3, EN62479

5. 2.4GHz BT, Zigbee, WiFi:EN300328, EN301489-1/-17, EN62479 or EN62311

6. Wireless charging:EN303417, EN301489-1/-3, EN62311

7. 5G WiFi (1 band, no DFS):EN301893, EN301489-1/-17, EN62311

8. 5G WiFi (2 bands, no DFS):EN300440, EN301489-1/-17, EN62311

9. 5G WiFi (3 bands, with DFS):EN301893, EN301489-1/-17, EN62311

10. 5G WiFi (full bands + 2.4G WiFi):EN301893, EN300328, EN300440, EN301489-1/-17, EN62311

11. 5.8GHz devices:EN300440, EN301489-17, EN62311

CE-RED Certification Testing Process

Applicable Products

1. Short-range devices (SRD)– remote-control toy cars, remote alarm systems, wireless doorbells, remote switches, wireless mice/keyboards.

2. Professional mobile radio (PMR)– professional walkie-talkies, wireless microphones.

3. Wireless phones– CTO, CT1, ISDN digital phones, DECT cordless phones.

4. Mobile phones– GSM, CDMA testing equipment.

5. Bluetooth products– Bluetooth headsets, speakers, smart wearables.

6. Inductive devices (<9 kHz).

7. Wireless broadcast receivers.

Test Items

1. EMC (Electromagnetic Compatibility) testing.

2. LVD (Low Voltage Directive) safety testing — required for battery-powered RF products.

3. RF testing according to ETSI standards.

4. Spectrum use notification in Europe.

5. CTR/TBR telecommunications terminal testing.

6. SAR (Specific Absorption Rate) evaluation for electrical safety and health protection.

Required Documentation

1. Operational Description (in English).

2. Block Diagram (with all crystal oscillators, frequencies, matching schematics).

3. User Manual.

4. Schematics (must match block diagram).

5. Product Label.

6. Wireless Module Technical Parameters (frequency range, channels, max transmit power, antenna gain, modulation type, etc.).

Sample Requirements

1. One RF fixed-frequency sample and one regular sample.

2. For multi-channel products: provide fixed-frequency sample.

3. For single-channel products: provide continuous transmit and continuous receive samples.

After testing, a report and certificate are issued.

For NB certification, all materials and reports are submitted to the Notified Body for review; once approved, an NB certificate is issued.

Scope of CE-RED

The CE-RED Directive applies to all radio equipment marketed or used in the EU, including:

1. Wireless communication devices.

2. WLAN devices.

3. Bluetooth devices.

4. RF remote-control devices.

Examples:
