Amazon Children’s Product CPC and GCC Certification

U.S. gcc certification

U.S. GCC certification, known as the General Certificate of Conformity (GCC), is required under the Consumer Product Safety Commission (CPSC)mandatory consumer product safety rules. General-use products must undergo testing or a reasonable testing programand be accompanied by a written GCC to demonstrate compliance.

 

Which products require GCC certification?

Products intended for general use/non-children’s products that are subject to Consumer Product Safety Rulesor any similar CPSC mandatory regulations, bans, standards, or rules must undergo testing and certification.

 

Note:Each product must have a separate gcc certificate. The GCC is similar to the Children’s Product Certificate (CPC)but applies to non-children products.

 

① GCC Certificate:For non-children’s products (adult products) that are listed in the GCC product list provided by the CPSC.

② CPC Certificate:For children’s products designed or intended for use by children ≤12 years old. Children’s products require a CPC, nota GCC certificate.

 

Scope of products controlled under GCC:

Apparel, paints and similar surface coatings, magnetic products, button or coin cell batteries, diving sticks and similar items, all-terrain vehicles, bicycle helmets and bicycles, lighters, portable gas containers, multipurpose lighters, swimming pool slides, electric lawn mowers, trash bins, antennas, cellulose insulation, bunk beds, matchboxes, mattresses, swimming pool and spa drain covers, lawn darts, metal candle wicks, fireworks, vinyl plastic films, carpets, drywall, refrigerator doors, specialty packaging, etc.

 

Platforms requiring GCC certificates:

Products sold on U.S. e-commerce platforms such as Amazon, TEMU, SHEIN, TikTok, eBay, AliExpress, etc., must have a GCC certificate. Otherwise, products may be removed from sale or face legal action.

 

Issuance of GCC certificates:

Certificates are issued by the manufacturer or importer, who bear legal responsibilityfor the certificate. The certificate can be drafted by a third-party laboratory or another third party.

 

Key Points for Platform Compliance

1. Consistency of qualification documents:

① Test items / Citation Rule must match.

② Test report numbers (if available) must match.

③ Model numbers must match.

④ Third-party testing lab, manufacturer name, and address (if provided) must be consistent.

⑤ Testing date and location must match.

 

2. Qualification document requirements:

① Must include a Test Report.

② Documents must be official versions.

③ Documents must include at least an English version.

④ Must include the GCC certificate.

 

3. Product image requirements on listings:

① Model number, manufacturer, and manufacturer address cannot be in Pinyin.

② Packaging must include regulatory/standard-required warnings.

 

4. Validity of test reports:

The CPSC recommends that manufacturers and importers of general-use products retest products regularly, usually once per year.

 

5. GCC certificate content requirements:

① Certificate holder’s name, address, phone number, and email.

② Importer/manufacturer’s name, address, and phone number.

③ Third-party testing lab name, address, and phone number.

④ Production date and location.

⑤ Test items / Citation Rule.

⑥ Title: General Certificate of Conformity.

⑦ Product information: name, model, color, etc.

⑧ Signature and seal must be from the manufacturer.

⑨ Sample testing date and location.
