ASTM F963-23 is the mandatory toy safety standard in the United States. For baby teethers manufactured on or after April 20, 2024, only test reports based on this version are accepted; the older version, F963-17, is no longer recognized by Amazon and the CPSC. Teething products for infants and toddlers aged 0–3 years are classified as childcare articles and must fully meet this standard along with the supporting cpsia regulations.

ASTM F963-23 Core Testing Items

1. Physical and Mechanical Safety

  • Small Parts Control: Products for infants and toddlers under 3 years old strictly enforce 16 CFR 1501. No components can fit entirely into the small parts test cylinder. No small parts shall detach after tension, torsion, drop, and bite force testing, thereby eliminating choking hazards.

  • Edges and Points: The entire product must have no sharp edges or sharp points. Splicing areas of silicone teethers and handles must have rounded corners and pass testing by sharp edge and sharp point testers.

  • Structural Strength: Teether heads and connection points must withstand a pulling force of ≥15 lbf without separating; the structure must not crack, detach, or deform after 72 hours of high/low temperature and humidity aging.

  • Gap Pinch Prevention: Movable splicing gaps must avoid the 5–12mm finger-pinching range to prevent the trapping of infants' fingers.

  • No Entanglement Hazards: The length and thickness of accompanying lanyards must meet the limits to avoid any risk of entanglement or strangulation.

2. Chemical Safety (4.3 Toxicology Limits, Synchronized with CPSIA)

  • Lead Control: Total lead in product substrates ≤100ppm; lead in surface printing/coating ≤90ppm. All accessible parts of the entire item must uniformly meet the standard.

  • Phthalates: The individual and total content of six substances (DEHP, DBP, BBP, DINP, DIDP, DnOP) must be ≤0.1%. Testing covers all silicone, plastics, and printing inks.

  • Heavy Metal Migration: The migration of antimony, arsenic, barium, cadmium, chromium, mercury, and selenium must comply with standard limits, with stricter control on silicone components that come into contact with the mouth.

  • Hazardous Substance Restrictions: Formaldehyde, azo dyes, and PAHs (Polycyclic Aromatic Hydrocarbons) must not exceed standard limits.

3. Flammability (16 CFR 1500.44)

  • Flammability Performance: For teethers with textile/fabric accessories, the horizontal burn rate must be ≤2.5mm/s, with no rapid sustained burning or ignition from dripping. Pure silicone models must also complete flammability test evaluations.


Supporting Mandatory Regulations

  • CPSIA (Consumer Product Safety Improvement Act): Statutory requirements for lead and phthalate limits, as well as tracking labels.

  • CPSA Section 14 (a)(5) Tracking Label: A permanent, non-tearable label must be affixed to the product body and outer packaging, indicating the brand/manufacturer, country of origin, production batch number, production date, and model number.

  • Warning Labels: The packaging and Listing page must state the applicable age (0M+) and choking hazard warnings. The text must conform to general US warning specifications.


Essential Compliance Documents for Amazon Listing

  • Test Report: Issued by a CPSC-accepted laboratory with ISO 17025 qualifications, valid within 12 months. It must fully cover all ASTM F963-23 items, CPSIA lead and phthalate tests, and the sample model must perfectly match the ASIN being sold.

  • CPC (Children's Product Certificate): Issued based on the above report, detailing the standard number, laboratory qualification number, product model, brand, and compliance clauses. A separate certificate must be independently issued for each SKU.

  • Supporting Images: Clear, real photos of the product's front and back, the complete outer packaging, the complete tracking label, warning statements, and the product model nameplate, used for TIC (Testing, Inspection, and Certification) audit verification.
