Can Old Amazon TIC Direct Validation Reports Still Be Used?

Starting in September, Amazon’s U.S. marketplace began implementing a Direct Validation (DV)system for toy CPC Certification. Under this system, TIC agenciesmust directly submit test reports to Amazon. Many sellers have likely received emails about TIC verification audits.

What is a TIC agency?

TIC stands for Testing, Inspection, and Certification. These are inspection and certification organizations recognized by Amazon (and the number of approved agencies is still growing). In simple terms, they are Amazon-approved third-party compliance service providers.

 

Previously, products that had already obtained CPC certification and passed Amazon’s review coULd be sold normally. Now many sellers are asking:

DV (Direct Validation) Requirements

1. Report Compliance – Full Testing RequiRED

 - TIC verification requires uploading a completetest report.

 - In the past, Amazon’s CPC review for toys was relatively lenient, so many sellers only submitted partial tests (“selected testing”). Such reports will not pass TIC verification.

 - If the report and lab qualifications are still valid, sellers can contact the original testing agency to conduct supplemental tests and then resubmit.

 

2. Laboratory Compliance

 - The laboratory issuing the report must be accredited by CPSCor within the scope of ISO/IEC 17025.

 - Reports from non-accredited labs will not be accepted.

 

3. Report Validity Period

 - The issued report must be within one yearof its date of issuance.

 

TIC Verification Process

1. After receiving the TIC verification email/link, the seller logs in to their Amazon backend and selects a TIC agency.

2. The seller fills in the required information to generate a TRF (Test Request Form) number.

3. The cooperating agency uploads the DV report using the TRF number and waits for Amazon’s review.

 

> Note:TIC verification involves more steps and an additional cost compared to the previous cpc compliance review.

> The verification fee varies by agency, generally ranging from $100 to $200 USD.

 

TIC Verification Content

The TIC agency will verify the following:

 

1. Whether the test report is authentic and valid.

2. Whether the issuing laboratory is within the proper accreditation scope.

3. Whether there are any missing test items.

4. Compliance of age grading, markings, labels, and manuals.

5. Provision of an Amazon-format DV report after verification.

6. Upload of the test report, verification report, and related documents to Amazon ACCC.
