EU Compliance Certification Requirements for Treadmills

Equipment Definition & Scope of Application

Clarifying the core differences between treadmills and walking pads, as well as the scope of policy coverage, is the fundamental prerequisite for compliance.

1. Core Equipment Definitions

Although both types of equipment are designed for indoor stationary exercise, they differ significantly in terms of function, design, and applicable scenarios:

① Traditional Treadmill: Positioned as a comprehensive fitness experience device, it features a robust frame structure. Its core components include a spacious running belt, stable frame, safety handrails, and a fULly functional console (e.g., heart rate monitoring, workout mode adjustment). It requires a fixed dedicated space and is suitable for moderate-to-high intensity running and comprehensive fitness needs.

② Walking Pad: Positioned as a space-saving lightweight exercise solution, it adopts a highly simplified design. Its core features are slimness, foldability, and portability. It only supports walking and light jogging, does not require a fixed dedicated space, and is an ideal choice for small-space scenarios such as compact apartments and rental homes.

 

2. Policy Exclusion Scope

This policy only applies to treadmills and walking pads. The following categories are not coveRED:

① Non-treadmill fitness equipment (e.g., exercise bikes, elliptical trainers, rowing machines, etc.)

② After-sales accessories (e.g., treadmill lubricants, replacement running belts, walking pad anti-slip mats, etc.)

③ Related supporting furniture (e.g., fitness equipment storage racks, exercise auxiliary seats, etc.)

 

Applicable Laws, Regulations & Standards

Amazon requires all treadmills and walking pads to undergo professional testing and comply 100% with the following standards with no exceptions:

Only applicable to motor-equipped devices; core requirement is to identify potential risks during mechanical operation (e.g., motor overheating, loose components) through risk assessment and take measures to mitigate such risks

 

Product Detail Page Compliance Requirements

The product detail page is the core channel for consumers to obtain information and a key link in compliance audits. It must meet mandatory requirements in two dimensions: product attributes and images.

1. Mandatory Product Information Attributes

The detail page must clearly display the following core information with no omissions:

① Equipment model, part number, or product SKU (must be consistent with the actual product and test report)

② Full name of the manufacturer or official brand name (not abbreviations or colloquial names)

2. Mandatory Image Specifications

Images must truthfully reflect the product appearance and must include the following two key marks:

① CE Mark on the product label and packaging (certifies that the product meets EU safety, health, and environmental protection requirements)

② WEEE Mark (Waste Electrical and Electronic Equipment) on the product label (regulates the recycling of electronic waste)

 

Compliance Document & Image Submission Requirements

Compliance documents are the core basis for proving product conformity with standards. Complete and valid materials must be submitted as required, which are categorized into three types: basic documents, supplementary documents for special scenarios, and Declaration of Conformity (DoC).

1. Mandatory Basic Documents

All treadmills and walking pads must submit one of the following documents:

• Option 1: Test report issued by a laboratory accredited to ISO 17025 (must explicitly confirm that the product complies with all applicable standards mentioned in Section II of this document)

• Option 2: EC type-examination certificate issued by an EU Notified Body (must cover all regulatory and standard requirements applicable to the product)

2. Supplementary Documents for Special Scenarios

For specific types of equipment, additional special documents must be submitted:

① Walking pads without emergency stop devices / handrails: A risk assessment report issued by an ISO 17025-accredited laboratory is required. The report must detail potential hazards caused by the absence of emergency stop/handrail functions (e.g., falls, inability to brake in emergencies) and demonstrate how the product meets basic health and safety requirements through alternative designs (e.g., non-slip running belts, low-speed limits).

② Motor-driven treadmills / walking pads: A risk assessment report conducted in accordance with EN ISO 12100 is required, focusing on evaluating safety risks and prevention measures in motor operation, transmission systems, electrical connections, and other key links.

 

3. Declaration of Conformity (Core Document)

A formal Declaration of Conformity must be issued by the manufacturer, brand owner, or importer. The document must include all the following elements and be signed by a responsible person:

Compliance Statement Content

Explicitly state that "this product complies with all relevant EU directives and regulations" (specific directive names must be listed)

Issuance Information

Issuance date and location (city + country)

Signature Confirmation

Name and official title of the declarant (e.g., "Quality Manager", "Compliance Manager") with a handwritten or electronic signature

Notified Body Information

If the product has been tested by a Notified Body, the name of the Notified Body and EU type-examination certificate number must be indicated

(1) EU Directives to Be Referenced in the Declaration

The following applicable directives must be explicitly mentioned in the Declaration of Conformity (selected based on product type, with no omissions):

① low voltage directive (LVD) 2014/35/EU (mandatory for all electrical devices)

② Machinery Directive (EU) 2023/1230 or 2006/42/EC (optional only for motor-driven devices; the 2006 version may be used before January 20, 2007)

③ Electromagnetic Compatibility Directive (EMC) 2014/30/EU (mandatory for devices with electronic components, e.g., motor controllers, display screens, Bluetooth modules, etc.)

④ Radio Equipment Directive (RED) 2014/53/EU (mandatory for devices with wireless functions such as Wi-Fi and Bluetooth)

⑤ Restriction of Hazardous Substances Directive 2011/65/EU (and its amendment 2015/863) (mandatory for all devices; restricts the content of hazardous substances such as lead and mercury)

⑥ Registration, Evaluation, Authorization and Restriction of CheMICals (EC) No 1907/2006 (reach regulation) (mandatory for all devices; regulates the use of chemical substances)

 

(2) Standards to Be Referenced in the Declaration

The following applicable standards must be explicitly cited in the Declaration (corresponding to product testing standards):

① IEC/EN 60335-1 (corresponding to LVD; assesses electrical safety)

② EN ISO 12100 (corresponding to Machinery Directive; assesses mechanical risks)

③ EN ISO 20957-6:2021 (corresponding to Machinery Directive; assesses treadmill-specific performance)

④ EN 55014-1 (corresponding to EMC Directive; assesses electromagnetic emission limits)

⑤ EN 55014-2 (corresponding to EMC Directive; assesses electromagnetic immunity)

⑥ EN 300 328 (corresponding to RED; mandatory for devices with 2.4GHz Wi-Fi/Bluetooth)

⑦ EN 300 893 (corresponding to RED; mandatory for devices with 5GHz Wi-Fi)

⑧ EN 301 489 series (corresponding to RED; specific sub-standards selected based on wireless function type)

⑨ EN IEC 63000:2018 (corresponding to RoHS Directive; provides basis for hazardous substance testing)
