Since Amazon US traffic automatically covers California, obtaining only the DOE certification can easily trigger a listing removal. Therefore, in actual operation, it is usually necessary to complete the cec certification at the same time.
Nature: Mandatory energy efficiency certification by the US Department of Energy (DOE). Products must be registered in the CCMS system; sales are prohibited nationwide without registration.
Core Flow Rate Limits:
Kitchen faucets: ≤ 2.2 GPM (approx. 8.3 L/min)
Bathroom sink faucets: ≤ 1.5 GPM (approx. 5.7 L/min)
Showerheads: ≤ 2.5 GPM (approx. 9.5 L/min), test condition at 80 psi water pressure
Other Requirements: Faucets must pass a durability test of 50,000 on/off cycles. The product or packaging must be permanently marked with the flow rate value and the DOE certification number.
Registration System: CCMS (ComplianCE certification Management System). Operations must be handled by a US manufacturer, importer, or authorized US representative.
Nature: Mandatory certification by the California Energy Commission (CEC). Products must be registered and listed in the MAEDbS database; sales are prohibited in California without registration.

Kitchen faucets: ≤ 1.8 GPM (can briefly increase to 2.2 GPM)
Residential bathroom faucets: ≤ 1.2 GPM
Showerheads: ≤ 1.8 GPM (approx. 6.8 L/min), test conditions at 45/80 psi
Registration System: MAEDbS (Modernized Appliance Efficiency Database System). The registration review takes about 1-2 weeks.

Required Documents: DOE test report, CEC test report, Declaration of Conformity (DoC), CCMS registration number, MAEDbS registration number.
Information to Fill: Accurately report energy efficiency information such as flow rate value, test pressure, and certification numbers.
Review Cycle: Platform review takes about 1-2 business days.
Dual Certification is a Must: Nationwide sales require DOE, and entering California requires completing CEC simultaneously. The two are independent and cannot replace each other.
Model Consistency: The model in the test report, the CCMS/MAEDbS registered model, the product nameplate model, and the Amazon Seller Central SKU model must be exactly the same; otherwise, they will be directly rejected.
Test Cycle: Sample testing takes about 5-7 business days, and the overall certification cycle takes about 3-4 weeks (can be advanced in parallel).
US Entity Required: DOE registration must use the information of a US importer or a compliant US representative; Chinese companies cannot operate it directly.
Product Changes Require Retesting: After replacing core components or making parameter changes, the product must be retested and the registration updated.
