Infant swings, as soothing products for babies, have long been in high demand in the U.S. market. However, due to the particular user group (infants aged 0–9 months), these products carry significant safety risks. Therefore, the U.S. Consumer Product Safety Commission (CPSC) has specifically established 16 CFR 1223 – Mandatory Safety Standard for Infant Swings, which directly references ASTM F2088 – Consumer Safety Specification for Infant Swings. These two regulatory standards form the core compliance requirements for infant swings in the U.S. market.

In recent years, CPSC has seen frequent recalls of infant swings. Notably, one model was recalled after five infant deaths, affecting over 2.11 million units, reigniting industry attention on compliance with 16 CFR 1223 & ASTM F2088. This article provides a comprehensive interpretation of the relevant regulations and offers compliance recommendations for enterprises.
