Infant swings, as soothing products for babies, have long been in high demand in the U.S. market. However, due to the particULar user group (infants aged 0–9 months), these products carry significant safety risks. Therefore, the U.S. Consumer Product Safety Commission (CPSC) has specifically established 16 CFR 1223 – Mandatory Safety Standard for Infant Swings, which directly references ASTM F2088 – Consumer Safety Specification for Infant Swings. These two regulatory standards form the core compliance requirements for infant swings in the U.S. market.

 

In recent years, CPSC has seen frequent recalls of infant swings. Notably, one model was recalled after five infant deaths, affecting over 2.11 million units, reigniting industry attention on compliance with 16 CFR 1223 & ASTM F2088. Reason:

If misused by parents as a sleeping device for infants, and the infant is not secuRED with the harness or additional pillows/blankets are added, there is a risk of airway obstruction and suffocation.

 

Incident Reports:From 2012–2022, 5 infant deathswere reported (infants aged 1–3 months).

 

Sales Channels:Amazon, Walmart, Target, Toys R Us, and other retailers.

 

Definition of Infant Swings (ASTM F2088)

ASTM F2088 classifies infant swings into:

- Cradle Swing:For infants lying flat until they can roll over (~5 months).

- Infant Swing:For infants in a sitting position until they can crawl out (~9 months).

- Combination Swing:Can be used both lying flat and sitting.

- Travel Swing:Portable, low-profile swing, with a seat-to-floor distance ≤ 6 inches.

 

Key Requirements of 16 CFR 1223 & ASTM F2088

1. General Safety Requirements

- No sharp edges, pinch points, or splinters.

- Openings and gaps must prevent infants’ fingers or limbs from being trapped.

- Attached toys must comply with child toy standards.

- Must not contain harmful substances (e.g., lead content ≤ 100 ppm).

 

2. Performance Requirements

- Structural Integrity:Must pass stability and durability tests.

- Electrical Safety:Motorized swings must comply with electrical standards.

- Prevention of Accidental CollaPSE:Must not collapse unexpectedly during use.

- Stability Testing:Prevent tipping or backward fall.

- Restraint System:Must have an effective harness, including passive crotch restraint.

- Seat Angle:Limit seat recline angle to avoid creating a hazardous sleep environment.

 

3. Labeling and Instructions

- Must have a permanent tracking labelfor recall purposes.

- Must include warnings such as “Not for Sleep”.

- Provide clear instructions emphasizing the importance of harness use.

 

4. Additional General Requirements for Children’s Products

- Small Parts Ban:Applicable to products for children under 3 years.

- Third-Party Testing:Must be tested by CPSC-recognized laboratories.

- CPC Certificate:Importers/manufacturers must issue a Children’s Product Certificate (CPC).

 

Infant swing safety risks cannot be ignored. 16 CFR 1223and ASTM F2088set strict safety thresholds for these products, covering design, performance, labeling, and certification. Enterprises must fully implement regulatory requirements throughout product design, material selection, and compliance testing processes.
