What is Toy en71 certification?

EN71 is the regulatory standard for toy products in the European Union market. Children are the most cared for and protected group in society. The toy market, which is widely loved by children, is developing rapidly. At the same time, injuries to children caused by various toy quality issues occur frequently. Therefore, countries around the world are increasingly strict with the requirements for toys in their domestic markets.


Many countries have established their own safety regulations for these products, and manufacturing companies must ensure their products comply with relevant standards before they can be sold in those regions. Manufacturers must be held responsible for accidents caused by production defects, poor design, or the use of inappropriate materials. Consequently, the toy EN71 certification directive was introduced in Europe. Its significance lies in standardizing toy products entering the European market through the en71 standard, thereby reducing or avoiding injuries to children caused by toys.

2. Latest Revisions of EN71 Testing Standards

EN 71-1:2005+A9:2009 released its latest revision 9, which was approved by CEN (European Committee for Standardization) on May 23, 2009. Finally, the CEN Technical Committee CEN/TC52 "Toy Safety" published a consolidated version (EN 71-1:2005+A9:2009) in July 2009, covering previously released amendments. The European Commission officially published the new toy safety harmonized standard EN71-1:2011 in the Official Journal of the European Union (OJEU) on June 18, 2011. The new harmonized standard is formulated in accordance with the new Toy Safety Directive 2009/48/EC (effective date: July 20, 2011). According to the requirements of the new Toy Safety Directive, all toys placed on the EU market after July 20, 2011, must comply with the new harmonized toy standard EN71-1:2011.

The new version (EN 71-1:2005+A9:2009) replaces EN 71-1:2005+A8:2009, requiring its member states to adopt and publish the new version as a national standard, and to withdraw conflicting national standards by January 2010 at the latest.

This revision has not yet been published in the Official Journal of the European Union. The process of adopting and modifying standards is very complex. First, national authorities, laboratories, and consumer organizations among the industry representatives of CEN negotiate and agree to change the standard, and then CEN publishes the en 71 standard. However, the standard published by CEN does not necessarily become a harmonized standard. Only after the European Commission publishes this standard in the Official Journal of the European Union will it become a harmonized standard. It is also only after its publication in the Official Journal of the European Union that it is accepted and satisfies the essential requirements of the Toy Directive. Therefore, before this standard becomes a regulation, it needs to go through the following two publication steps:


  1. Published by CEN (European Committee for Standardization);

  2. Published by the European Commission in the Official Journal of the European Union, after which it can serve as a harmonized standard.

The A7 revision, in addition to adding warning requirements for rocking horses and similar toys, mainly made editorial revisions. It added a large descriptive section regarding age warnings for toys not suitable for children under 36 months.

The A8 revision clarified the safety requirements for magnetic toys. However, this requirement does not apply to functional magnets in electrical or electronic component toys (e.g., motors, relays, speakers, etc.) and all magnets/electrical test sets with a magnetic flux index less than 50 kG²mm², or magnets/electrical test sets that cannot completely fit into the small parts cylinder. The packaging and instructions for use of magnets/electrical test sets should bear a warning label:

"Warning! Not suitable for children under 8 years old. This product contains small magnets. Swallowing magnets can cause intestinal adhesions, leading to serious injury. If magnets are swallowed by mistake, please seek immediate medical attention."

The A8 revision also applies to the safety warning requirements for magnetic toys in EC Directive 2008/329/EC 2,3.
