Update time : 2024-06-25

The reach regulation is legislation (EC 1907/2006) concerning the registration, evaluation, authorization, and restriction of chemicals, aimed at proactive management of chemicals entering the European Union market. As of June 1, 2007, the REACH Regulation has been formally implemented.

According to REACH Regulation, if an article contains Substances of Very High Concern (SVHC) above 0.1% (w/w), downstream users or consumers must be notified to fulfill information obligations. Additionally, if an article contains SVHC above 0.1% (w/w) and exports exceed 1 tonne annually, notification to the European Chemicals Agency (ECHA) is required. Furthermore, in accordance with the Waste Framework Directive (WFD), since January 5, 2021, substances with SVHC concentrations above 0.1% must be reported to SCIP.

On January 23, 2024, the European Chemicals Agency (ECHA) announced the 30th batch of 6 SVHCs, bringing the total to 240 substances.

Newly added specific substances include:

2,4,6-Tri-tert-butylphenol (2,4,6-TTBP)

CAS No.: 732-26-3

Proposed Reason: Reproductive toxicity (Article 57(c)); Persistence, Bioaccumulation, and Toxicity (PBT) (Article 57(d))

Common Applications: Used as an intermediate/reactant in processing, and in formulations for fuels and fuel additives

2-[2-Hydroxy-5-(1,1,3,3-tetramethylbutyl)phenyl]benzotriazole (UV-329)

CAS No.: 3147-75-9

Proposed Reason: Strong persistence and bioaccumulative toxicity (vPvB) (Article 57(e))

Common Applications: Widely used as a UV absorber in various plastics and resin materials

2-(4-Methylbenzyl)-2-(dimethylamino)-1-(4-morpholinophenyl)-1-butanone

CAS No.: 119344-86-4

Proposed Reason: Reproductive toxicity (Article 57(c))

Common Applications: Used in UV-curable inks and varnishes for paper, metal, and plastic surfaces

Benzotriazole (UV-326)

CAS No.: 3896-11-5

Proposed Reason: Strong persistence and bioaccumulative toxicity (vPvB) (Article 57(e))

Common Applications: Widely used as a UV absorber in various plastics and resin materials

Dibutyl phthalate (DBP)

CAS No.: 84-74-2

Proposed Reason: Endocrine disrupting properties (Article 57(f) - for the environment)

Common Applications: Plasticizer in polymers

Oligomers of 2-phenylpropene with phenol, alkylated

CAS No.: --

Proposed Reason: Strong persistence and bioaccumulative toxicity (vPvB) (Article 57(e))

Common Applications: Used in polymers, adhesives, sealants, coatings, fillers, putties, plasters, modeling clays, inks, and colorants
