Indonesia Mandates SNI Certification for AV Products

On November 13, 2024, the Ministry of Industry (MoI) of Indonesia issued RegULation No. 75/2024, titled “Mandatory Implementation of National Standards for Audio and Video Products in Indonesia.” This regulation mandates that all applicable audio and video products comply with the SNI iec 62368-1:2014 standard, replacing the previous applicable regulations.

 

The new regulation will take effect on June 2, 2025.

 

Scope of Application

This regulation applies to audio-video equipment with a rated supply voltage not exceeding 250V, either single-phase AC or DC. Products coveRED include audio-video devices used in vehicles.

 

Categories of Controlled Products

1. Television Sets

 

Applicable to LCD and CRT TVs with screen sizes of 55 inches or smaller.

Excluded: OLED, QLED, QNED, and Mini LED TVs.

Relevant HS Codes: 8528.72.91, 8528.72.92 (partial), 8528.72.99 (partial).

 

2. Disc Players

 

Includes standalone DVD and Blu-ray players (non-integrated).

HS Codes involved: 8521.90.19 (partial), 8521.90.99 (partial).

 

3. In-Vehicle Audio-Video Equipment

 

Covers cassette players, optical disc players, and digital AV devices not imported as part of complete vehicles.

HS Codes: 8527.21.00 (partial), 8527.29.00 (partial).

 

4. Active Speakers

 

Applies to standalone units, not part of a combo system.

HS Codes: 8518.21.10/90, 8518.22.10/90, and others.

 

5. Set-Top Boxes (STB)

 

Includes satellite, terrestrial, and cable digital receivers.

Relevant HS Code: 8528.71.11 (partial).

Key Regulatory Changes

a.  Overseas factories are now required to appoint an official representative company registered in Indonesia, and register their trademarks locally.

b.  The SNI certification must be applied for by the official representative through the SIINAS (Indonesia’s National Industrial Information System).

c.  The official representative must maintain a warehouse in the same or nearest city or regency.

d.  After the SNI certificate is issued, the representative must apply for the SPPT SNI certificate through the SIINAS system.

 

Comparison of the Old and New Regulation Process

1. Submission Phase

 

 Old: Manufacturer or importer submitted documents to the certification body.

 New:

 

a.  The Indonesian representative uploads documents to the SIINAS system.

b.  Selects a certification body through SIINAS.

c.  Ministry of Industry verifies document completeness.

d.  Certification body reviews compliance.

 

2. Evaluation Phase

 

a. Certification body assigns a factory inspection team, audits documentation, conducts inspections, and collects product samples.

b. Accredited laboratory conducts product testing.

 

3. Review Phase

 

The certification body carries out the document and audit review process.

 

4. SNI Certificate Issuance

 

New Regulation: Issued with a 5-year validity period.

 

5. SPPT SNI Certificate Issuance

 

Old:

 

a. Certification body submitted materials to SIINAS.

b.  Certificate had a 4-year validity.

c.  QR code appeared on the SPPT SNI certificate.

 New:

 

a.  The official representative submits documents through SIINAS.

b.  The SNI mark and QR code must appear on the product and its packaging.

c.  Certificate is valid for 1 year and must be renewed annually.
