Introduction to U.S. Children's Product CPC Compliance

The Children’s Product Certificate (CPC)is a mandatory safety certification requirement set by the U.S. Consumer Product Safety Commission (CPSC)for children’s products. These requirements cover physical and mechanical properties, flammability, chemical composition, electrical safety, and hygiene.

 

According to Section 14 of the Consumer Product Safety Act (CPSA)and 16 CFR Part 1110, domestic manufacturers and importers must ensure that their products are tested and certified by a CPSC-accepted third-party laboratory. Only with a valid CPC can the product be lawfully sold in the U.S. market.

 

A children’s productrefers to a consumer product primarily intended for children and must comply with all applicable safety regulations and children’s product safety rules. Each product must undergo comprehensive testing by a CPSC-accredited laboratory, covering all required testing items, and obtain relevant certification and test reports.

Documentation Requirements

The CPC (Children’s Product Certificate)must include, but is not limited to, the following information:

 

1. Product Information: Name, description, color, and other identifying details.

2. Confirmation that the product complies with all applicable CPSC children’s product safety rules.

3. Importer or Manufacturer Information: Name, address, phone number.

4. Contact Informationof the person maintaining test results and supporting documents: Name, address, email, and phone number.

5. Production Date and Location.

6. Date and Location of Testing.

7. Third-Party Laboratory Information: The testing lab must be CPSC-accredited; include lab name, address, and contact details.

Test Report Requirements

The test reportmust verify that the product has passed all applicable regulatory testing requirements, including but not limited to:

 

1. Basic Product Information.

2. Applicable Testing Standards.

3. Testing Results.

4. Lab Signature/Stamp.

5. Photos of the Tested Samples, as part of the report.

 

Important Notes

1. The SKU imageand sample image in the test reportmust match in color, pattern, and design.

2. The age gradingstated in the test report must match the age labeling on the product.

3. All information in the CPC certificate and test report must be consistent.

4. The product must comply with both general and specific safety testing standards.
