VCCI (Voluntary Control Council for Interference by Information Technology Equipment) is an organization composed of relevant industry associations, established in 1985. Its purpose is to promote the development and use of multimedia products (including information technology and audio-visual equipment) while minimizing potential electromagnetic interference. The main responsibilities of VCCI include establishing standards, conducting tests, and supervising operations to ensure products meet electromagnetic compatibility (EMC) requirements.
vcci certification is voluntary, but many information technology products sold in Japan are expected to obtain VCCI certification. Manufacturers must first apply to become members of VCCI and measure their products at registered measurement facilities to confirm compliance with interference limits. They must then submit a conformity verification report, affix the VCCI mark to the product, and include a warning statement in the product manual.
Certification Standard: VCCI-CISPR 32:2016
VCCI plays an important role in Japan’s information technology equipment market. Through its voluntary certification system, it helps manufacturers ensure their products meet EMC standards, thereby reducing interference with other devices.
1. Preliminary Application: The manufacturer or its agent must first submit a written preliminary application to the certification body.
2. Document Submission: The applicant needs to complete an application form and send the product’s user manual, technical documents, and sample to the certification body.
3. Quotation and Confirmation: The certification body prepares a proposal and quotation. After confirming the quotation, the applicant signs and returns the quotation form and sends the sample and related technical documents to the certification body.
4. Testing and Review: The certification body reviews the technical documents and arranges related certification testing. If the documents are incomplete or not in the required language, the certification body will notify the applicant to make improvements. The laboratory issues a test report and VCCI conformity declaration.
5. Fee Payment: The applicant must pay the certification fees in advance according to the payment notice.
6. Certificate Issuance: Products that meet VCCI standards are permitted to display the appropriate VCCI label. Class A equipment must indicate compliance with CLASS A provisions, while Class B equipment only needs to show the basic VCCI symbol.
