Although the Earth still rotates once a day, and the sun and moon continue to rise and set from east to west, these long-standing natural rhythms do not prevent Bluetooth and Wi-Fi products from becoming rising stars in the field of wireless communication. These technologies are increasingly integrated into everyday consumer products such as Bluetooth wearables and smart home devices. As they become more accessible and affordable to the general public, their market share continues to grow. However, this rapid rise in wireless communication products prompts stricter import regulations from various countries to maintain market order. Today, we will introduce Japan’s JATE and Mic certifications.
Under Japan’s Telecommunications Business Law, the Ministry of Public Management, Home Affairs, Posts and Telecommunications (MPHPT) mandates compulsory certification for telecommunications equipment. Article 68 of this law, established in 1985, authorizes qualified organizations to conduct conformity assessments based on technical requirements. MPHPT has designated JATE as the sole qualified body for this purpose.
JATE certification is mandatory for public network telecommunications equipment. Once certified, such equipment can connect to the public network without undergoing inspection by telecom providers. Most manufacturers apply for Type A conformity certification, which is only valid for the specific sample tested.
A. Test Certification: This certification applies to individual devices and is only valid for the tested unit.
B. Type Certification: This certification applies to a batch of devices with the same design and manufacturing process. It is valid for the entire batch, but any design or manufacturing change requires re-certification.
Most manufacturers apply for Type B certification. Type A is only applicable to the tested sample.

- Licenses from MIC are required for the use of non-low power radio stations and their terminal equipment.
- Conformity certification for telecommunication terminal equipment falls into two categories:
A. For standard telephone devices, only JATE certification under the Telecommunications Business Law is required.
B. For wireless terminal devices, both JATE certification (under the Telecommunications Business Law) and MIC certification (under the Radio Law) are required.
JJR Laboratory in China has a professional RF wireless technology team that continuously studies and keeps up-to-date with wireless certification and testing requirements across various countries. With extensive case experience in multiple nations, JJR can help customers optimize product performance and integrate certification requirements into the design phase. We also assist in streamlining the certification and testing processes, helping products enter international markets—especially Japan—more efficiently.
