What is a ul2054 Report?

UL2054 is the Standard for Household and Commercial Batteries published by Underwriters Laboratories (UL). It is an authoritative safety assessment report for complete battery packs and serves as a core entry credential for lithium battery products to enter the North American market and major e-commerce platforms like Amazon. Unlike ul1642, which targets individual battery cells, the assessment object of UL2054 is the complete battery system integrating cells, BMS (Battery Management System) protection boards, enclosures, internal wiring, and connection terminals. It tests the safety performance of the battery pack as a whole under normal use and extreme abuse scenarios.


The latest edition of the UL2054-2022 standard completed editorial revisions in 2022, further clarifying the judgment criteria for electrical, mechanical, and environmental testing. It requires that all battery packs passing the test must not exhibit safety risks such as fire, explosion, or massive electrolyte leakage under various extreme scenarios, thereby fundamentally reducing the hidden dangers of personal injury and property damage during battery use.


Scope of Application and Excluded Categories of the UL2054 Report

The applicable scenarios of the UL2054 report cover the vast majority of household and commercial portable battery products:

  • Battery Types: Includes primary non-rechargeable batteries and secondary rechargeable batteries, covering mainstream chemical systems such as lithium-ion, lithium-polymer, nickel-metal hydride (NiMH), and nickel-cadmium (NiCd).

  • Voltage Limits: Rated DC input voltage ≤60Vdc; for products with direct-plug AC input, the rated output voltage must also not exceed 60Vdc.

  • Typical Products: Power banks, replacement laptop batteries, power tool battery packs, cordless vacuum cleaner batteries, small household energy storage modules, portable medical device batteries, etc.

At the same time, there are explicit exclusions. These types of products require their respective dedicated UL standards: EV (Electric Vehicle) power batteries are subject to UL2580; large stationary energy storage systems are subject to ul1973; and individual battery cells must first apply for UL1642 certification before being integrated into battery packs to apply for the UL2054 report.


What are the Core Testing Items?

The testing system of UL2054 is divided into four main categories, comprehensively simulating various scenarios batteries might encounter throughout their lifecycle:

  • Electrical Safety Testing: Includes short-circuit tests at room temperature and 55°C, abnormal charging tests, abusive overcharge tests, forced discharge tests, and Limited Power Source (LPS) tests. It requires that the maximum temperature of the battery enclosure during a short circuit must not exceed 150°C, with no fire or explosion throughout the process.

  • Mechanical Performance testing: Covers crush tests, impact tests, vibration tests, 75g acceleration shock tests, 250N steady force applied to the enclosure tests, and drop tests to verify the structural integrity of the battery under physical shocks such as transportation, dropping, and crushing.

  • Environmental reliability testing: Includes high-temperature storage at 60°C for 7 days, low-temperature storage at -20°C for 24 hours, and 5 temperature cycling tests from -20°C to 60°C. This simulates extreme environments such as sun exposure during logistics, low-temperature outdoor use in cold regions, and large day-night temperature differences.

  • Fire and Material Testing: Includes projectile fire tests and enclosure flammability tests. It requires that the insulating material of the PCB board reaches at least a V-1 fire rating, and the insulating material of external connectors is not lower than V-2, to prevent the rapid spread of flames.


What is the Application Process?

JJR is an ISO/IEC 17025 accredited laboratory. The processing cycle for a UL2054 report is typically 5-7 working days. The complete process is divided into four stages:

  1. Phase 1: Preliminary Preparation: Confirm that the product falls within the applicable scope of UL2054. Prepare materials such as battery specifications, BOM (Bill of Materials) component list, cell UL1642 certificate, product structure diagrams, and user manuals. Prepare 3-5 complete sample sets that are identical to the mass-produced version.

  2. Phase 2: Formal Testing: After the preliminary review of materials is passed, the samples are sent to the laboratory to complete all testing items step by step according to the standard. If there are non-compliant items, the laboratory will issue rectification guidelines. The enterprise can resubmit samples for retesting after optimizing the protection board design and upgrading enclosure materials. Only the non-compliant items need to be retested; a full-process retest is not required.

  3. Phase 3: Report Issuance: After all testing items are passed, the laboratory issues the formal UL2054 test report. The report includes complete test data, product information, and compliance judgments, and can be used directly for platform review and customs clearance inspection.

  4. Phase 4: Continuous Compliance: Subsequently, if the product changes its cell model, modifies the protection board design, or alters the enclosure material, it needs to be declared to the testing agency in advance to evaluate whether supplementary testing is required. This ensures that the mass-produced products are completely identical to the test samples and prevents the report from becoming invalid.


What are the Common Questions / FAQs?

Many battery manufacturers easily fall into compliance pitfalls when applying for a UL2054 report. Here are several core points to note:

  • First, the battery cells must obtain UL1642 certification in advance. Otherwise, the laboratory will need to perform supplementary tests related to the cells, which not only prolongs the cycle but also increases testing costs.

  • Second, it is imperative to choose a formal laboratory with CNAS qualification (such as Shenzhen CTB Testing) and UL authorization. Reports issued by informal institutions cannot pass Amazon's DV (Document Verification) validation and will not be recognized by North American retailers.

  • Finally, the report is valid for 12 months. Testing needs to be updated in advance before it expires to prevent the product from being taken down from the platform.
