What are the required documents and steps for applying for SABER certification in Saudi Arabia?
All regulated products exported to Saudi Arabia must complete registration on the SABER platform and obtain a PCoC (Product Certificate of Conformity) before shipment. Afterward, an SCoC (Shipment Certificate of Conformity) must be applied for customs clearance. Failure to obtain an SCoC before shipment or applying after arrival may result in heavy fines.
1. Core Application Form:
This is the “entry ticket” to begin your SABER application journey. Each field must be completed accurately, as any errors may delay the process.
- SABER Account: Companies must register an account on the official SABER website (https://saber.sa). This is the base platform for all subsequent operations, essentially establishing an online “headquarters” for your business in the Saudi market.
- Business License and ISO 9001 Certificate: The business license serves as proof of legal operation, while the ISO 9001 certificate demonstrates competence in quality management. Both are essential and form the cornerstone of SABER certification.
2. Product Photos and Labels:
- Multi-angle product photos, including:
- Product label photo
- Contact surface packaging label photo
- Outer packaging label photo
- Inner and outer color box label photos
- Barcode images
These images serve as the “ID” of the product, fully showcasing its appearance and packaging details.
- Marking Information:
Must include key information such as product name, model, trademark, manufacturer’s name and address, “MADE IN CHINA”, barcode, dimensions, material, and batch number. Special products may have additional requirements—be sure to verify in advance and comply strictly to ensure accuracy and completeness.
3. Photo Requirements:
- Clear Product Labels: Provide high-resolution images of product labels. Every character and symbol must be legible, as these are crucial for auditors to understand product basics.
- Accurate Barcodes or QR Codes: Submit clear images of the product's barcode or QR code for accurate system identification and traceability.
- Product Features and Model Display: Include photos that clearly show the product’s features, shapes, and different models. This helps reviewers gain a comprehensive and intuitive understanding of the product, accelerating the review process.
- Trademark Image: Submit a clear and complete image of the trademark. This represents the company’s brand and is a vital part of intellectual property protection.
1. Step 1: Account Registration
Importers must register an account on the SABER official website. This is the initial step in the certification process. Ensure all company details provided are true, accurate, and complete to facilitate receiving notifications and information during the process.
2. Step 2: PCoC Certificate Application
- Required Documents: In addition to the core documents (application form, product images including labels, logo image), a CNAS test report must be submitted. This report, issued by an accredited laboratory (such as ours), serves as authoritative verification of the product’s compliance and quality.
- Processing Time: If all documents are in order, the PCoC certificate can be issued within 3–5 working days.
- Validity: The certificate is valid for one year. Companies should plan production and export schedules accordingly.
3. Step 3: SCoC Certificate Application (for Customs Clearance)
- Required Documents: Packing list and commercial invoice. These are crucial for customs clearance and must be accurate and consistent to avoid delays.
- Processing Time: Once the documents are complete, the SCoC can be issued within 2–3 working days.
- Validity: Valid for a single shipment only. A new SCoC must be applied for each export.
Other Important Notes:
- Product pricing is affected by HS codes, product names, and the number of models. Different categories and quantities may result in varying quotes. Companies should consult with the certification body in advance to clarify costs.
- High-risk products require a factory inspection before the PCoC can be issued. This inspection covers production environment, processes, and quality management systems. Companies should prepare thoroughly to meet all necessary standards.
Although the SABER certification process may seem complex, proper preparation, complete documentation, and active cooperation with certification agencies will ensure a smooth process and pave the way for your products to enter the Saudi market successfully.
