As the EU General Product Safety RegULation (gpsr) is set to take effect on December 13, 2024, e-commerce platforms, including SHEIN, are in the final stages of compliance preparation. Below is a detailed GPSR compliance guide for SHEIN sellers for your reference.

GPSR Compliance Requirements

Key Requirements:

Sellers must ensure their products meet GPSR standards, including:

1. Product Certification: Adhering to EU market standards.

2. Labeling and Packaging: Including necessary warning and safety instructions.

3. Instruction Manuals: Providing proper user guidance as per regulations.

4. EU Representative (EU Rep) Information: Displaying designated EU Rep details on product detail pages.

 

Important Note:

- Products without an EU Rep will be prohibited from entering the market.

- EU Rep registration must be completed by December 13, 2024.

 

GPSR = EU Rep + Labeling + Platform Upload

The following is a step-by-step guide for registering an EU Representative on the SHEIN platform:

 

01 Step-by-Step Guide

Under GPSR regulations, products sold in the EU market must have an EU Representative.

 

Four eligible roles for EU Rep (choose one):

1. Manufacturer registeRED in the EU

2. Importer registered in the EU

3. Distributor or service provider registered in the EU

4. Authorized Representative (EU Rep)

 - A representative designated in writing by the manufacturer or brand.

 - Recommended Option for cross-border sellers.

 

Once the EU Rep is appointed, upload their information to the SHEIN system.

 

Detailed Steps:

Step 1: Access the SHEIN Compliance Center

1. Log in to the SHEIN seller dashboard.

2. Navigate to the Compliance Center.

 

Step 2: EU Rep Registration

1. In the Compliance Center, select the Agent Registration tab.

2. Fill in the required EU Rep information (name, address, contact details, etc.).

3. Submit and save the details.

 

Step 3: Link the EU Rep to GPSR Requirements

1. Go to the GPSR EU Representative page in the Compliance Center.

2. Click Add GPSR EU Representative.

3. Select Use EU Agent Information to link the registered EU Rep details.

 

Step 4: Bind SKC (Stock Keeping Units)

1. From December 3, 2024, controlled SKCs will be displayed in the Compliance Information Management section.

2. Set the Compliance/Regulation Info to “GPSR EU Representative” and bind the required SKCs.

3. Ensure all SKCs are successfully linked and approved:

 - Pending Submission: Needs to be linked to a compliance item.

 - Pending Confirmation: Awaiting operational review.

 - Review Failed: Requires modifications and resubmission.

 - Submission Successful: Compliance item successfully linked.

 

Step 5 (Optional): Batch Bind SKCs

1. Download the batch upload template from the Compliance Information Management page.

2. Fill in the SKC codes and associated EU Rep company name.

3. Upload the completed template to batch-bind SKCs.

 

Additional Instructions for Other EU Rep Types

If the EU Rep is a manufacturer, importer, or service provider:

1. Add their details directly in the GPSR EU Representative section.

2. Proceed to bind SKCs as described above.

 

FAQ

1. Why can’t I link SKCs after registering the EU Rep?

- Check if the EU Rep information is uploaded in the Certificate Center under Product Management. If applied to all products, SKCs will automatically bind.

 

2. Are there requirements for the EU Rep entity?

- There are no specific requirements, but the EU Rep must establish an authorized relationship with the manufacturer, not the store or supplier.

 

3. What if the required address field is unavailable?

- Ensure all information is accurate, complete, and includes an EU phone number and address.

 

4. Do products require EU Rep labels?

 - Yes, as per GPSR, specific product categories must include EU Rep labels, such as:

 - Electronics

 - Toys

 - Medical devices

 - Sunglasses

1. Regularly Verify Information: Ensure that EU Rep details are complete and accurate to avoid product removal or penalties.

2. Update Labels and Certifications: In addition to EU Rep information, ensure product packaging, instructions, and certifications meet GPSR standards.
