Under the current EU Cosmetics RegULation, cosmetics are defined as substances or preparations intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity, with a view to cleaning them, perfuming them, changing their appearance, correcting body odours, protecting them or keeping them in good condition.

As cosmetics come into direct contact with the skin, non-compliant products may cause certain harm to the human body. The European Commission issued Regulation (EC) No 1223/2009 on cosmetics on 30 November 2009, which stipulates that cosmetics exported to the EU must hold CPNP certification starting from 11 July 2013.
CPNP is the abbreviation of The Cosmetics Products Notification Portal.
It is an online system established to strengthen the supervision of the cosmetics market.
All cosmetics sold on the European market must be registeRED on the CPNP system and submit relevant product information. The main purpose of CPNP registration is to ensure that cosmetics on the European market comply with EU cosmetics regulations and to provide consumers with relevant information prior to use.
1. Fill in the application form;
2. Provide the business license and legal representative ID card;
3. Provide photos of product outer packaging and product labels;
4. Provide EU information (EU company or EU natural person).
1. Log in to the CPNP website and register an account.
2. Upload cosmetic information, including cosmetic name, formula details, packaging type, label, etc.
3. Generate a product notification reference number.
4. Register the product and submit the cosmetic report.
5. Complete personnel designation and submit confirmation of questions.
6. After completing the above steps, submit all documents to CPNP for review. Once approved, your product will be added to the EU Cosmetic Products Database and assigned a unique EU Cosmetic Notification Reference (ECNR). This number is used for selling your product on the EU market and proves compliance with relevant regulations and safety standards.
7. Upon successful CPNP registration and obtaining the CPNP certificate, cosmetics may be legally sold and enter the European market.
