In the cross-border e-commerce industry, an Authorized Representative is also known as an authorized rep, product responsible person, product agent, domestic manager, etc. They represent cross-border sellers in communicating with local product regulatory agencies and fulfill specific responsibilities. We provide Authorized Representative services covering key markets such as the European Union (EC REP), the United Kingdom (UK REP), Germany (German REP), the United States (US Agent), Japan (Japan REP), and Turkey (Turkey REP).
With the rapid development of economic globalization, the supervision of product safety, environmental protection, and market access in international trade has become increasingly strict. Various countries have issued regulations requiring overseas cross-border sellers to appoint a local "Authorized Representative" when selling products to their countries. This representative communicates with local regulatory agencies on behalf of the seller and fulfills local legal obligations.
The Authorized Representative system has become a "compliance pass" for cross-border merchants to sell products to overseas markets. Whether it is CE certification in the EU, ukca certification in the UK, or FDA/fcc requirements in the US, appointing a legal local authorized representative is a core step for enterprises to fulfill product compliance obligations, ensure smooth customs clearance, and avoid legal risks.
1.European Union Authorized Representative (EC REP): EU product safety regulations (EU) 2019/1020, CE directives, REACH, RoHS, etc., all mandatorily require an EC REP.
2.United Kingdom Authorized Representative (UK REP): Required by the ukca certification system, the UK Supply of Machinery (Safety) Regulations 2008, and cosmetics registration.
3.Germany Authorized Representative (German REP): Required by the German Product Safety Act (ProdSG), German Packaging Act, and WEEE (Electronic Waste) directive.
4.United States Authorized Representative (US Agent): Required by the FDA (Food and Drug Administration), FCC (Federal Communications Commission), CPSC (Consumer Product Safety Commission), etc.
5.Japan Authorized Representative (Japan REP): Required by the Japanese Electrical Appliance and Material Safety Law (PSE), Radio Law (giteki), Consumer Product Safety Law, etc.
6.Turkey Authorized Representative (Turkey REP): Required by Turkish customs regulations and the mutual recognition system of CE certification in Turkey.
E-commerce platforms such as Amazon, eBay, and AliExpress have made it mandatory that if sellers sell products to the EU, UK, US, Japan, Turkey, etc., through their platforms, they must upload Authorized Representative information to the platform and print the Authorized Representative information on the product labels.
1.Company business license (or self-employed identity proof).
2.Identity information of the legal representative, including name, phone number, and email address.
3.Brand/trademark registration certificate, which must be consistent with the brand registered in the store.
4.Product testing and certification documents such as CE, UKCA, FCC, etc. (if applicable).
5.Basic information of the store, storefront link, and sales product information.
Step 1: Clarify the regions and countries where the products will be sold.
Step 2: Assess the risk level of the products being sold.
Step 3: Provide complete product certificates and testing reports.
Step 4: Place an order for the service and submit registration documents.
Step 5: Sign the agency agreement after the documents pass the review.
Step 6: Print the representative's information on the product/outer packaging.
Step 7: Upload the products to our company's system for routine annual renewal.
Can the EC REP and UK REP be used interchangeably?
Answer: No. After Brexit, the EU and the UK became two independent markets. Selling to EU countries (e.g., France, Germany) requires an EC REP; selling to the UK (England, Scotland, Wales) requires a UK REP. If you are selling to both markets simultaneously, you must apply for them separately.
After obtaining a representative, how should it be printed on the packaging?
Answer: The Authorized Representative labels differ across countries.
1.EC REP: Company Name + EC REP + Address
2.UK REP: Company Name + UKCA REP (or Manufacturer) + Address
3.US Agent/Japan REP: Usually marked with "Importer" or "Authorized Representative" information.
4.We will provide standard label templates for your reference upon completion of the service.
If I have done CE certification, do I still need an EC REP?
Answer: Yes. CE certification proves that the product meets technical standards, while an EC REP is an administrative compliance obligation required by regulations. Even with a ce certificate, without an EC REP, the product is still non-compliant in the EU market and cannot clear customs or be sold.
Is it troublesome to change the authorized representative?
Answer: No, it is not troublesome. You only need to terminate the agreement with the old representative and sign a new agreement with the new representative (like us). However, please note that you need to update all offline and online packaging labels and transfer the technical documents from the old representative to the new one for safekeeping. Our team can assist you with a seamless transition.
Is a Turkey Authorized Representative mandatory?
Answer: For non-Turkish local manufacturers, if the product falls under the CE category or belongs to categories strictly controlled by Turkish customs (such as electronic products or toys), customs will usually require the authorized representative's information within Turkey for clearance. Although registration is not mandatory for all categories, it is recommended to apply in advance to ensure smooth customs clearance.
What should I pay attention to when applying for an Authorized Representative?
Answer: When applying for an Authorized Representative service, to ensure the validity of compliance, please be sure to note the following points:
1.Verify the validity of the address: Avoid using "virtual addresses" or "PO Box addresses." Customs and regulatory agencies will conduct on-site inspections. If the address is found to be an unattended virtual address, the representative qualification will be deemed invalid.
2.Distinguish between "EC REP" and "UK REP": Since Brexit, the UK (UKCA) and EU (CE) systems have completely separated. Having only an EC REP cannot cover the UK market; you must apply for a UK REP separately, and vice versa.
3.Pay attention to the scope of authorization: The representative must be clearly labeled on the product packaging, instruction manuals, and e-commerce platforms. Ensure that the format of the "EC REP" or "UKCA REP" logo complies with local regulatory requirements.
4.Update authorization information promptly: When the agency agreement expires, the agency service provider is changed, or company information (such as address or legal entity) changes, you must reprint the packaging and update the platform information. Otherwise, inconsistent information will be deemed as an invalid representation.
5.Responsibility for safekeeping technical documents: Even if a representative is appointed, the enterprise (manufacturer) remains the ultimate responsible party for the technical documents. The representative merely acts as the custodian. Please ensure that all CE/ukca certificates, test reports, and risk assessment files are fully handed over to the representative for safekeeping.
6.Beware of low-price traps: The representative addresses provided by some low-priced service providers may involve situations of "one representative for thousands of stores." Once a product from one store has issues, it can easily cause the entire address to be blacklisted, implicating all sellers using that address.
