Japan's JFSL370 regulation enforces strict safety standards for food contact materials, spanning a wide range of products from tableware to children's goods. Understanding its control scope and testing requirements is essential for entering the Japanese market and ensuring product safety.

1. Scope of JFSL370 Regulation

Formulated by Japan's Ministry of Health and Welfare (MHLW), this regulation comprehensively controls materials that come into direct or indirect contact with food.

  • Material Coverage: The core scope includes 9 major categories: rubber, metal, glass, ceramics, enamel, plastics, paper, organic coatings, and wood.

  • Detailed Subdivisions: Plastics are further divided into 13 specific types (e.g., PVC, PE, PP, PET). Each material must undergo corresponding chemical tests to ensure no harmful substances migrate into food.

  • Product Coverage: Beyond traditional tableware and kitchen appliances, the regulation covers cling film, baby bottles, and food packaging. Children's products (such as teethers and weaning tools) require extra scrutiny for heavy metal leaching and chemical residues due to saliva contact. This comprehensive system reflects Japan's "zero-tolerance" approach to food safety.

2. Core Testing Items and Limits

JFSL370 establishes specific testing indicators based on material properties:

  • General Plastics: Standard tests include Lead (Pb) and Cadmium (Cd) content (limit: 100μg/g), heavy metal leaching (1μg/mL), Potassium Permanganate consumption (10μg/mL), and evaporation residue (30μg/mL).

  • Polycarbonate (PC): Requires additional testing for BISphenol A (BPA) content (500μg/g) and leaching (2.5μg/mL) to ensure chemical stability at high temperatures.

  • Targeted Material Tests:

  • Melamine resin: Must test negative for formaldehyde leaching.

  • PVC: Strictly monitored for vinyl chloride monomer (1μg/g) and dibutyltin compounds (50μg/g).

  • Metal cans: Must pass Arsenic, Cadmium, and Lead leaching tests (Lead limit is extremely low at 0.4μg/mL).

These rigorous standards require manufacturers to precisely control both material compositions and production processes.

3. Compliance Recommendations for Enterprises

For enterprises exporting to Japan, we recommend the following practices:

  • Accurate Material Classification: Your primary task is matching materials with the correct testing package. For plastics, identify the specific resin (e.g., PP, PET, or PC) and check it against JFSL370's 16 material standards. For example, Polylactic Acid (PLA) tableware must meet a total lactic acid leaching limit (30μg/mL) alongside standard heavy metal tests to avoid compliance risks associated with biodegradable materials.

  • Strict Supply Chain Management: Require raw material suppliers to provide JFSL370-compliant test reports. Monitor production variables like temperature and additives closely. For instance, the vulcanization process in making rubber pacifiers can affect Zinc leaching (limit: 15μg/mL), requiring process optimization.

  • Regular Testing Mechanism: Establish a routine sampling protocol. It is crucial to re-test products whenever you change raw materials or adjust formulas to ensure continuous compliance with Japanese market access standards.
