The Standards and Industrial Research Institute of Malaysia (SIRIM QAS International Sdn. Bhd., SIRIM)and the Malaysian Communications and Multimedia Commission (SKMM)are responsible for promoting and regulating the communications and multimedia industries, as well as enforcing relevant laws in Malaysia.
SKMM was established on November 1, 1998, under the Malaysian Communications and Multimedia Commission Act 1998 (MCMCA).
Currently, all certification activities for communication equipment are carried out by SIRIM QAS INTERNATIONAL SDN. BHD. (SIRIM QAS), the SKMM-registeRED certification body.
Radio frequency (RF) and telecommunication equipment require mandatory approval. Product certification is offered to manufacturers seeking compliance with Malaysian or international standards.
Most products participate in this scheme on a voluntary basis, but government regulatory agencies may impose mandatory certificationfor certain products.
Local testing is required.
Currently, only products operating within ISM (2.4GHz and 5GHz)and GSMfrequency bands are exempt from local testing and may obtain a sirim certificatethrough review of their CE-RF test reports.
Telecommunication and radio communication equipment require sirim certification.
For individual electrical and electronic (E&E) devices without telecommunication or radio functions, ST certificationmay be required.
If a device includes both radio/telecom features and a power adapter, only SIRIM certificationis needed for the entire unit.
Type approval is issued per model and brand name—not for model series.
Approved equipment can be found at:

Typically, one sampleis required.
If the product falls under destructive testing(e.g., insulation or drop tests), an additional unitmay be needed.
The applicant must be a government agency, statutory body, company, or business registered in Malaysia.
Applicants must hold an electronic licensing accountwith SIRIM.
If none exists, the applicant must register before applying.
