(Amazon Compliance Requirements for Infant Support Pillow 16 CFR 1243 and Nursing Pillow 16 CFR 1242/ASTM F3669-24)
The CPSC 2025 Mandatory New RegULations have taken effect. Compliance requirements for Amazon infant support pillows and nursing pillows have been upgraded! Non-compliant products will face removal from shelves and fines. Sellers are advised to review the core points and implement compliance measures immediately!

(1) Target Users: Infants aged 0–24 months
(2) Core Definition: Products filled with elastic materials (foam, fiber cotton, gel, etc.) designed to support the infant’s weight or body parts when the infant is in a reclined, supine, prone, or side-lying position, including those with removable covers.
(3) Included Product Categories:
① Infant loungers / snug nests (pod beds / swaddle nests)
② Tummy time / sitting practice supports (convertible into play mats, activity centers, etc.)
③ Travel support cushions (e.g., car seat cushions, stroller cushions)
① Core Definition: U-shaped products filled with molded foam, used to position and support infants during feeding. They can be placed on or wrapped around caregivers and are suitable for sitting or reclined use.
All listed products must pass designated tests and meet all of the following regulatory requirements—none are dispensable.
① 16 CFR 1130 (Consumer Registration Requirements for Durable Infant/Toddler Products)
② 16 CFR 1243 (Safety Standard for Infant Support Pillows)
③ 16 CFR 1501 (Small Parts Test)
④ 16 CFR 1303 (Lead Content Test for Surface Coatings)
⑤ cpsia Section 101 (Lead Content Test)
⑥ CPSIA Section 108 (Phthalates Test)
⑦ Consumer Product Safety Act Section 14(a)(5) (Tracking Label Requirements)

(6) CPSIA Section 108 (Phthalates Test)
(7) Consumer Product Safety Act Section 14(a)(5) (Tracking Label Requirements)
CompaRED with the old regulations, the 2025 new regulations add a number of physical safety and labeling requirements, which directly affect product design and production and require key adjustments.
(1) Restraint System Prohibition: No straps or other restraint devices shall be equipped to avoid implying "unsupervised use".
(2) Tilt Angle Limit: The tilt angle shall be ≤ 10 degrees to prevent infants from rolling over and falling. Amazon imposes additional restrictions on products with "sleep-related claims".
(3) Side Wall Angle Requirement: The side wall angle shall be > 90 degrees to avoid infants getting trapped between the side wall and the support surface.
(4) Seam Strength: Must withstand a pulling force of 15 lbs (approx. 68N) applied for 5 seconds and held for 10 seconds without cracking.
(5) Product Warning Label
(1) Restraint System Prohibition: No straps or other restraint devices shall be equipped to avoid implying "unsupervised use".
(2) Hardness Standard: The force at any test position on the infant support surface, inner wall, or adjustable part of the product shall be greater than 2.25 lbf (10 N) to prevent infant suffocation due to sinking.
(3) Seam Strength: Grasp both sides of a seam or connection point, approximately 1/2 inch away from the seam itself. Apply a pulling force of 15 lbs ± 0.5 lbs (66.8 N ± 2.2 N) to the device within 5 seconds and hold for 10 seconds.
(4) Mandatory Label Requirements: Warning labels shall be waterproof and wear-resistant (not falling off after wiping or soaking). The text height of warning words shall be ≥ 0.2 inches, and that of other text shall be ≥ 0.1 inches.
(5) Product Warning Label
1. Product Design Adjustment: Modify the structure according to the new regulations (e.g., control the tilt angle, remove straps), optimize materials (ensure hardness compliance), and update labels (add mandatory warnings).
2. Sample Testing: Send samples to a CPSC-recognized laboratory, explicitly requiring testing in accordance with 16 CFR 1242/1243 standards, and obtain a complete test report.
3. CPC Certificate Application: Based on the test report, the manufacturer/importer shall sign the CPC certificate to ensure the information is consistent with the report.
4. Listing Page Optimization: Update age grading, add hazard warnings, and delete sleep-related descriptions.
5. Submission for Review: Upload documents and images through the "Compliance Dashboard" in the seller background and wait for review.
