2.4G WiFi Remote Control Toy Car CE RED (2014/53/EU) Compliance

Product: Remote control toy car with WiFi 2.4GHz.

Since it falls under both radio equipment and children's electric toys, it does not merely require RED compliance. It must be certified as a complete set: RED + Toy Safety Directive (TSD) (EN 71-1/2/3 + EN 62115) + RoHS + Networked Toys en 18031 (Mandatory starting August 1, 2025).


RED Directive Applicable Standards (WiFi 2.4G)

  • Radio Frequency (RF): EN 300 328 (2400-2483.5MHz broadband transmission, WiFi / Bluetooth)

  • Maximum EIRP ≤ 20 dBm (100mW); covers frequency tolerance, occupied bandwidth, spurious emissions, spectrum mask, and receiver performance.

  • Wireless EMC: EN 301 489-1 + EN 301 489-17 (Dedicated EMC for 2.4G broadband wireless equipment)

  • Covers radiated/conducted disturbances, Electrostatic Discharge (ESD), radiated immunity, Electrical Fast Transient (EFT), surges, etc.

  • RED-LVD Safety:

  • Battery-powered products follow the RED Article 3.1(a) safety requirements. The lvd directive does not apply independently, but electrical safety is incorporated into the RED assessment.

  • Note: Charging adapters must undergo separate LVD + emc testing.

  • Networked Toys (Mandatory): EN 18031 (Cybersecurity)

  • Mandatory for WiFi-connected toys starting August 1, 2025. This falls under the RED Article 3.3 cybersecurity requirements and cannot be omitted.

  • Distinction: Standard 2.4G private frequency-hopping remote controls (non-WiFi) use EN 300 220; WiFi devices must use EN 300 328.


Toy Accompanying Mandatory Standards (TSD Toy Safety Directive 2009/48/EC)

  • EN 71-1: Mechanical and physical properties (small parts, sharp edges, tension, drop tests).

  • EN 71-2: Flammability.

  • en 71-3: Migration of 19 heavy metals.

  • EN IEC 62115: Electric toy safety (batteries, temperature rise, short circuits, abnormal operation, battery compartment structure).

  • REACH: Phthalates, SVHC; RoHS 2.0.


Certification Mode (Module A Self-Declaration)

For WiFi 2.4G toys using the harmonized standards EN 300 328 / EN 301 489-1/-17, a Notified Body (NB) certificate is not required. The process follows Module A Self-Declaration:

  1. An ISO 17025 accredited laboratory completes the full set of RF + EMC + Toy Safety + EN 18031 tests and issues the test reports.

  2. The manufacturer compiles the TCF (Technical Construction File) and signs the DoC (Declaration of Conformity) for the EU.

  3. The manufacturer must appoint an authorized EU Representative (EU-Rep). The product label must include the printed ce mark (height ≥ 5mm) and the EU Representative's information.


Sample and Document Checklist

1. Samples

  • Complete Toy Car: 3 to 5 units.

  • WiFi Remote Control: 3 sets.

  • Accessories: Matching batteries, chargers, and antennas (must be the actual mass production versions).

  • Warning: Antennas cannot be changed randomly. The RED report binds the antenna gain; replacing the antenna requires RF re-testing.

  • CDF (Construction Data Form) / BOM


Common Failure Points (Toy WiFi Cars)

  • Motor brush interference: Exceeding radiated disturbance emc limits due to motor spark noise. (Rectification: Add ferrite beads, filter capacitors, or shielding).

  • Antenna gain issues: The external antenna gain of the WiFi module exceeds the filed value in the report, causing the EIRP to exceed the 100mW limit.

  • Omission of EN 18031: Failing to conduct the mandatory cybersecurity testing.

  • Battery anomalies: Failing the battery abnormal operation test (EN 62115) due to an unqualified battery protection board.

  • Incomplete DoC: The Declaration of Conformity only lists RED and fails to cover all required directives (RED, TSD, RoHS, EN 18031).

  • Labeling defects: Missing an eu authorized representative or lacking EU Rep information on the label.


Lead Time & Cost Reference

  • Testing Lead Time: 2 to 4 weeks (excluding rectification time).

  • Note: EN 71-3 chemical testing takes the longest time; EN 18031 will add an extra 5 to 8 working days.

  • Full Set Cost: Includes RED (RF + EMC) + EN 71-1/-2/-3 + EN 62115 + EN 18031 + RoHS. Pricing fluctuates based on the number of material types and module complexity.


Labeling Requirements

The following information must be printed on the product's outer casing and/or outer packaging:

  • CE Mark (Height must be ≥ 5mm)

  • Model Number and Batch Number

  • EU Authorized Representative (Name + Complete Address)

  • Age Warning (e.g., "3+" warning symbol)
