US Marketplace (CPC Certification, Mandatory)

1. Scope of Application

  • Backpacks, school bags, pencil cases, etc., designed or marketed for children ages 12 and under (required for Amazon Seller Central).

2. Core Regulations (Test Report + Certificate)

  • cpsia §101 (Lead): Substrate ≤ 100ppm; Surface coating ≤ 90ppm.

  • CSPA RCW 70.240.020 (Phthalates + Cadmium): Phthalates (8 types) individual limits ≤ 0.1%; Cadmium ≤ 40ppm.

  • 16 CFR 1501 (Small Parts): Banned for children under 3 years old; choking hazard warning required for ages 3 and older.

  • CPSA §14(a)(5) Tracking Label: Permanent marking on the product and packaging (must include model number, manufacturer, batch, origin, and warning statements).

3. Mandatory Documents

  • CPSC-Accepted Laboratory Test Report: Must pass all applicable test items (no failures or "not applicable" exclusions).

  • CPC (Children’s Product Certificate): Must correspond directly to the test report and include product details, safety regulations, testing information, manufacturer/importer details, and laboratory information (required for Amazon Seller Central).

  • Listing Required Information: Model number, brand, age grading (must be ≥ the age stated in the test report), and small parts warning.

  • Actual Product + Packaging Photos: Must clearly display tracking labels, CE/compliance marks, and warning statements.

4. Common Reasons for Rejection

  • Age Grading Discrepancy: The age grading on the listing is lower than the report (e.g., the report states 36 months, but the product page states 24 months).

  • Report Issues: Missing test items, unclear results, or testing conducted by a non-CPSC-accepted laboratory.

  • Labeling Issues: Missing tracking label or the label is not permanently affixed.


European Marketplace (CE + EN 71, ukca)

1. Core Requirements

  • CE Mark + Declaration of Conformity (DoC)

  • EN 71 (Toy Safety):

  • EN 71-1: Mechanical and physical properties (small parts, sharp edges, tension).

  • EN 71-2: Flammability.

  • en 71-3: Migration of certain elements (lead, cadmium, heavy metals).

  • REACH: Substances of Very High Concern (svhc) ≤ 0.1%.

  • PFAS: Restrictions on per- and polyfluoroalkyl substances.

  • Packaging: PPWR (Heavy metals, VOCs).

  • Warning Statements: Must be translated into the target country's language (e.g., "Choking hazard – small parts").

2. UK Marketplace

  • Post-Brexit, the CE mark is recognized during the transition period, but the UKCA mark will be required afterward.


Canada / Australia

  • Canada: SOR/2018-83 (Similar to CPSIA regulations covering lead, phthalates, and small parts).

  • Australia: AS/NZS 4385 (Children's product safety standard).


Processing Workflow (Using the US Marketplace as an Example)

  1. Determine Age Grading: Identify the target demographic (e.g., 3+, 6+).

  2. Select a CPSC-Accepted Laboratory: Choose an accredited testing facility (e.g., SGS, Intertek, BV).

  3. Submit Samples for Testing: Provide samples covering all components (fabrics, zippers, hardware, webbing).

  4. Obtain Test Report: Ensure a "Pass" for all tested items.

  5. Draft CPC Certificate: Usually completed with assistance from the testing laboratory.

  6. Affix Labels: Apply the permanent tracking label and appropriate warning statements.

  7. Listing Upload: Input the age grading and warnings; upload the test report, CPC, and compliance photos.

  8. Amazon Review: Typically takes 1–3 days. Amazon strictly verifies the consistency across all documents.


2026 New Regulations

  • Testing, Inspection, and Certification (TIC): Certain categories now require annual verification by an Amazon-approved organization. While direct TIC verification is not yet mandatory for children's backpacks, the submitted test reports must be from a CPSC-accepted laboratory.
