Breakdown of ASTM F963-23, CPC, and Tracking Label Requirements

Recently, a large number of children's toy ASINs have received platform notifications that the TIC (Testing, Inspection, and Certification) audit is officially underway. This is no longer a simple random check mode where sellers self-upload reports in the backend. It has been upgraded to the [TIC Provider Direct Validation (DV) Mechanism]. Reports and documents are submitted directly to Amazon by authorized TIC agencies, and sellers can no longer upload files by themselves.

Core Mandatory Threshold: All children's toys must comply with the ASTM F963-23 standard and be accompanied by a compliant CPC (Children's Product Certificate). Old astm f963-17 reports will be directly rejected and no longer accepted during this TIC validation. Many sellers still hold older report versions, self-made CPCs, incomplete files, or mismatched model numbers. Once a TIC audit is triggered, it leads to ASIN removal, listing suspension, and inventory freezing. The appeal cycle is long with a low success rate, directly impacting peak season sales.

Many sellers cannot distinguish the relationships among CPC, ASTM F963-23, and the TIC audit, mistakenly believing that having a CPC in hand is enough to pass. Here are the key points:

1.ASTM F963-23 is the testing basis and the underlying support for the CPC certificate;

2.CPC is the Children's Product Certificate issued based on qualified F963-23 test reports;

3.TIC Audit is Amazon's verification mechanism: Amazon-approved TIC agencies conduct authenticity, consistency, and regulatory compliance checks on the entire set of documents, and synchronize the verification results to the platform. Failed verifications lead directly to product removal.

What is the Amazon Toy TIC Audit?

Completely different from the previous mode where sellers uploaded files in the seller backend for initial manual review by the platform, TIC Direct Validation is a strict control mechanism launched by Amazon for high-risk children's categories:

1.After the platform issues an audit notification, sellers cannot directly upload reports in the backend;

2.Sellers must select an Amazon-approved TIC service provider and submit a complete set of materials for validation;

3.The TIC agency verifies the consistency among reports, samples, labels, and Listing information. Upon passing the verification, the TIC agency directly submits the results to Amazon;

4.If the verification fails, the ASIN's sales will be restricted, requiring re-rectification, re-testing, and going through the validation process again;

5.Even if you have an F963-23 report issued by another CPSC-accepted laboratory, it must still be verified by an authorized TIC agency to fulfill the platform's requirements.

Applicable Categories: Toys for children under 14 years old, building blocks, educational toys, sound and light toys, magnetic toys, plush toys, DIY toys, early education toys, and other children's products.

Core Standard: ASTM F963-23 (Replacing F963-17, Mandated by CPSC)

ASTM F963-23 officially came into mandatory effect on April 20, 2024, incorporated into 16 CFR 1250 to replace the old F963-17 version. It is also the core evaluation standard for this TIC audit. Testing covers three major modules:

1.Physical and Mechanical Safety: Small parts, sharp points and edges, tension/torsion, structural stability, battery compartment anti-opening design, sound/light noise limits, etc. Toys for children under 3 years old are strictly controlled for small parts choking risks under 16 CFR 1501.

2.Chemical Safety: Substrate lead, coating lead, phthalates, soluble heavy metals, etc. The new F963-23 has updated phthalate control scopes and limits.

3.Flammability Safety: Flammability performance testing of toy fabrics.

Additional Special Overlay Requirements (As Needed)

1.Electric / Sound & Light Toys: 16 CFR 1505 Electric Toy Safety;

2.Button Battery / Lithium Battery Toys: Battery compartment anti-misopening design, battery warning labels, un38.3, etc.;

3.Magnetic Toys: 16 CFR 1262 Magnetic Special Standard;

4.Wireless Toys: FCC Certification;

5.California Sales: Additional Prop 65 Proposition Evaluation.

TIC Audit Requires a Complete Set of Documents — None Can Be Missing

Many sellers fall into traps by only preparing the F963 report while missing supporting documents, resulting in immediate verification failure.

Complete Document Package Checklist for TIC Audit:

1.Complete astm f963-23 test report issued by a CPSC-accepted laboratory and valid within 12 months;

2.Corresponding model's CPC (Children's Product Certificate), where information must match the report, product, and Listing;

3.Actual product + packaging photos: 6-sided views, tracking label, age warning label, battery warning label, country of origin, and manufacturer information;

4.Tracking Label (Mandatory under cpsia Section 103): Batch number, manufacturer, contact information, production date, etc., marked on the product itself or external packaging;

5.Listing screenshots: Age grading, product model, and images must remain consistent with the test samples;

6.Supplementary special reports (corresponding to electric, magnetic, button battery items, etc.).

High-Frequency Rejection Reasons (Disaster Areas in TIC Audits)

1.Report is the old F963-17 version, directly unrecognized;

2.Report issuance date exceeds 12 months, beyond Amazon's TIC acceptance period;

3.Self-compiled CPC with information inconsistent with the test report or mismatched model numbers;

4.Listing age grading/applicable age does not match the report's determined age;

5.Actual items, packaging, test samples, and Listing images do not match;

6.Missing tracking label, missing choking hazard warnings, or missing button battery warning labels;

7.Laboratory is not on the CPSC-accepted list, rendering report qualifications invalid;

8.Test report results contain "Fail" items or non-standard "N/A" annotations.

Two Response Paths for Sellers: Existing ASIN Verification / New Product Pre-Compliance

Path 1: Already Received TIC Audit Notification (Emergency Handling)

1.Immediately lock down the notified ASIN and verify model and batch numbers;

2.Retrieve existing reports to check standard version, issuance date, and laboratory qualifications;

3.If report is qualified: Proceed with TIC Document Validation (DV), pre-screen materials, and submit to TIC agency for verification;

4.If report is expired / outdated / missing: Resend samples for astm f963-23 testing, issue a new CPC, and then submit for TIC validation.

Note: Audits have strict time windows. Delays will directly trigger product removal, carrying extremely high inventory risks during peak season.

Path 2: Not Yet Notified / Listing New Products (Recommended Pre-layout)

Do not wait for the platform to trigger an audit to take remedial action. Complete the following in advance:

1.Perform full-item testing according to F963-23;

2.Issue a CPC certificate matching the model;

3.Standardize packaging tracking labels and warning text;

4.Retain full original test documentation to lock in TIC validation channels in advance, avoiding queue congestion during peak season.

Compliance Services

1.ASTM F963-23 Full-Set Testing (CPSC-accepted laboratory, ISO 17025 qualification);

2.Special Testing and Evaluation for electric toys, magnetic toys, and button battery toys;

3.Compilation and Review of matching CPC (Children's Product Certificate);

4.TIC Document Pre-Screening and Material Organization, assisting in connecting with Amazon-approved TIC agencies to complete DV direct validation;

5.Compliance Guidance for tracking labels, warning label copy, and packaging;

6.Free Self-Check of existing ASIN compliance ledgers for early risk troubleshooting;

7.US Station Toy Compliance Q&A and CPSIA regulation interpretation.

Recommendations

1.Conduct a bulk self-check of all children's toy ASINs in your store to organize report versions and issuance dates;

2.Filter out old F963-17 reports and arrange re-testing in advance—do not wait until the audit notification is issued;

3.Unify and check Listing age marks, packaging labels, model numbers, and nameplate details to achieve the "Four-in-One Consistency" among Report – CPC – Physical Item – Listing;

4.As peak season approaches, TIC audit volume will spike and laboratory schedules will lengthen—reserve sufficient lead time for testing + TIC verification;

5.Do not trust low-cost self-made CPCs or unqualified reports. TIC verification conducts deep traceability on laboratory qualifications, and fraudulent materials will leave compliance blemishes on your platform account.

Children's categories are subject to high regulatory oversight on Amazon. Once a compliance incident occurs, it not only leads to listing removal but also impacts store performance and may even face CPSC recall risks. Proactive compliance is the only foundation for stable operations in US station toys.
