Amazon US has included power cutting tools in the scope of TIC Direct Verification (DV). According to recently disclosed policy information, this policy took effect on August 20, 2026. Starting October 19, 2026, non-compliant ASINs may face removal or sales restrictions. We are currently very close to this date.
If you sell products such as electric saws, circular saws, jigsaws, angle grinders, sanders, or chainsaws, it is recommended to check your ASINs and existing test reports immediately, rather than waiting until issues arise in your Seller Central back-end.
Amazon's official guidelines state that for products notified as requiring direct product verification, sellers must complete verification through an Amazon-recognized TIC service provider. If compliant documents already exist, they can be submitted to the TIC service provider for review, rather than simply uploading the reports to Amazon by yourself.
This policy targets power tools with high safety risks, such as cutting and grinding.
Publicly available information shows that the applicable scope includes power equipment driven by AC or DC current used for cutting, slicing, grinding, or shearing, covering both portable tools and certain stationary equipment.
Common products include:
Fuel-powered tools, pneumatic tools, purely manual cutting tools, and standalone accessories not sold together with power tools are generally not included in the scope of this policy.
Note: Whether a product is ultimately included in DV depends on the specific compliance notification and ASIN determination received in the seller's back-end.
This is the question that currently confuses sellers the most.
DV is not simply equivalent to "doing another UL report."
TIC stands for Testing, Inspection, and Certification. Amazon's current direct product verification mechanism requires notified ASINs to be verified by a qualified third-party TIC service provider.
Amazon's official guidelines state:
1.If sellers already have existing test documents, they can submit them to the TIC service provider for review;
2.If there are no compliant documents, or if existing documents cannot meet policy requirements, re-testing of the product may be required.
Furthermore, if the testing laboratory used is not an Amazon-authorized TIC institution, its test results may still need to be verified by an Amazon-recognized TIC service provider.
Sellers need to understand:Test Report ≠ TIC DV Verification. You may already possess a UL report, but if Amazon's back-end has triggered DV requirements for the ASIN, you still need to complete TIC verification according to Amazon's procedures.
Safety standards vary for different products. You cannot simply tell customers:"All power tools just need to follow one UL standard."
Actual evaluation must be determined based on product structure, intended use, power supply form, etc.
For example:
Recent public information from SGS also shows that testing and certification of electric cutting tools involve various standards such as the UL 62841 series, UL 60745 series, and UL 987.
Therefore, when inquiring about prices, sellers had better not just tell the lab:"I want to do ul testing for power tools."
Instead, directly provide:Product Name + Model Number + Voltage + Power + Whether it includes a Lithium Battery + Product Images + Listing Link Let the testing institution match the standard first.
Not necessarily. This is a topic sellers are currently very concerned about.
If you already have a test report, do not spend money to do it again right away. You can first let the TIC service provider review your existing files.
Amazon's official guidelines state that if sellers already have documents, they can submit them to the TIC service provider, who will determine whether the existing files comply with its policy requirements.
Focus on checking the following issues:
Is the report within the required validity period? Current Amazon product policies require recent test reports for certain TIC-verified products. Therefore, do not assume a UL report from several years ago can definitely be used directly.
Do the standards match? For instance, if your product is an angle grinder, but the standard corresponding to the report cannot cover the current product, it may not be used directly.
Does the model number on the report match the ASIN? Pay special attention to:
Model No.
Part No.
Brand These details must correspond directly to the product detail page.
Has the product undergone structural changes? For example:
1.Motor replacement
2.Battery replacement
3.Charger replacement
4.Power change
5.Enclosure structure change
6.Blade/saw blade structure change All these changes may affect the applicability of the original test report.
Does the physical label match the report? This is an issue sellers very easily overlook. The report is one thing; the physical product is another. If the report states Model A, but Model B appears on the physical product, packaging, manual, or Listing, problems may arise during review.
Many handheld power tools nowadays are:
1.Cordless drills
2.Rechargeable angle grinders
3.Cordless chainsaws
4.Rechargeable circular saws
5.Wireless electric shears
For these types of products, in addition to complete machine safety, attention must also be paid to battery and transport-related documentation.
For products involving lithium-ion batteries, public Amazon policy information indicates that the following may also need to be provided:
un 38.3 test Report
Battery Test Summary (BTS)
In addition, battery and charging systems may involve corresponding UL safety standards, which need to be evaluated based on the specific product.
Therefore:"I have already done un38.3" does not mean that the DV for the entire power tool is complete. UN38.3 mainly addresses requirements related to lithium battery transport testing, whereas complete machine safety requires a separate evaluation.
