On January 28, 2026, the European Committee for Standardization (CEN) published a new version of the toy safety standard EN 71 Part 8: Activity toys for domestic use—EN 71-8:2026. The new standard will replace EN 71-8:2018 and become the harmonized standard under the EU Toy Safety Directive 2009/48/EC.
The new EN 71-8:2026 standard incorporates previously excluded inflatable activity toys (such as bounce houses, slides, etc.) into its scope of control. It adds definitions for different types of inflatable activity toys, establishes comprehensive safety requirements and test methods, and specifies mandatory warning labels, usage, and maintenance instructions. Standard inflatable activity toys will be able to undergo testing and compliance declaration under the new en 71 standard version in the future, eliminating the need for mandatory EC type-examination.
1.Terms and Definitions: Added definitions related to "inflatable activity toys," clearly distinguishing between "contained-air inflatable activity toys" and "constant-air inflatable activity toys" (which require continuous blower use).
2.Safety Requirements and Test Methods: Includes, but is not limited to: safe positioning of blowers (must be at least 2.5 meters away from the toy), structural requirements to prevent climbing over barriers, anchoring specifications for large structures, and safe collaPSE testing under loss of pressure (to ensure children can evacuate safely).
3.Warning Markings, Installation, and Maintenance Instructions: Added specific requirements for warnings, installation procedures, and ongoing maintenance guidance.
Focuses on key revisions regarding head, neck, and finger entrapment requirements. Stricter specifications have been established for clearances between moving parts and structural designs to prevent entrapment hazards while children are playing.
1.Suspension Device Diameter: Modified the diameter requirements for swing component suspension devices (such as ropes and chains), alongside revising the measurement methods for ropes and other suspension devices to ensure testing consistency and accuracy.
2.Swinging Clearance: Revised the minimum clearance requirements between swing mechanisms and adjacent structures to reduce the risk of children's limbs being crushed or impacted during play.
Modified requirements for ladders and similar access mechanisms on activity toys. Adjustments were made to tread dimensions, spacing, anti-slip performance, and handrail placement to enhance safety when children climb into play areas.
Introduced explicit measurement methods for key slide dimensions (starting section, sliding section, and run-out section), offering a unified technical basis for evaluating the compliance of slide-type toys.
EN 71-8:2026 serves as the harmonized standard for the EU Toy Safety Directive 2009/48/EC. It introduces brand-new safety requirements for inflatable activity toys, refines protections against entrapment risks, and updates requirements and test methods for swings, slides, ladders, and access devices. It provides manufacturers with more comprehensive technical specifications. Enterprises should closely monitor the technical changes in the new standard, immediately conduct gap analyses on existing product designs, and identify potential non-compliance risks.
The scope of the new EN 71-8:2026 standard covers slides, swings, seesaws, climbing frames, indoor and outdoor play facilities, and newly regulated inflatable activity toys such as bounce houses and inflatable slides intended for domestic or public play areas for children.
