1.Effective Date: Starting July 8, 2026, all consumer goods regulated by the CPSC imported into the United States must complete electronic filing before customs clearance. CBP will directly use the electronic filing data as the basis for release.
2.Nature of the New Rule: This is a change in the submission method (paper electronic), and does not involve adjustments to the scope of product certification or compliance requirements. However, for importers, it means the compliance process is shifted to the front end; no filing = unable to clear customs.
3.Target Audience: All imported consumer goods regulated by the CPSC, regardless of cargo value or order size.
CPSC eFiling is a mandatory electronic compliance filing system introduced by the Consumer Product Safety Commission (CPSC), essentially replacing the traditional paper CPC/GCC compliance certificate submission with electronic data declaration.
The CPSC guidance document covers approximately 600 HTS codes, divided into over 30 major categories by product type. Main categories include:
1.Electronics & Electrical Appliances: Button batteries and battery-containing products, CB antennas, lawn mowers, etc.
2.All Children's Categories: Toys, infant sleep products, strollers, child safety seats, safety gates, pacifiers, children's apparel, children's furniture.
3.Daily Consumer Goods: Adult apparel, footwear, mattresses, carpets, bunk beds, storage cabinets, curtains, home textiles, lighters, imitation jewelry.
4.Building Materials & Daily Use Items: Architectural glass, gypsum board, wall patch compounds, matches, lead-containing paints, vinyl plastic films.
5.Outdoor & Travel Equipment: Bicycles, bicycle helmets, all-terrain vehicles (ATVs), etc.
This list is not an exhaustive complete list. Importers must independently verify whether their products are governed by CPSC mandatory standards.
1.Decision Principle: As long as a product requires testing or certification under any CPSC regulation, the new rule applies.
1.Before July 8, 2026 Voluntary filing trial run
2.July 8, 2026 Mandatory enforcement (ocean/air freight)
3.January 8, 2027 FTZ (Foreign Trade Zone) goods included
1.July 8, 2026: Regular ocean and air freight imported regulated consumer goods are subject to mandatory electronic filing.
2.January 8, 2027: Goods imported through US Foreign Trade Zones (FTZs) are officially included in regulation.
3.Existing Inventory Exemption: Existing inventory already arrived and warehoused before July 8, 2026, is not subject to retroactive impact.
Consult the CPSC Regulated Product List If the product is within the regulatory scope Proceed to the eFiling process.
1.Product ID: Unique identifier (e.g., GTIN / SKU / Model / Serial Number / Registration Code).
2.Standard Reference Code: Must list every applicable CPSC safety standard code.
3.Manufacturing Date: Date the finished product was manufactured.
4.Place of Manufacture: Includes manufacturer name, complete address, and contact information.
5.Product Testing Date: Date of the most recent compliance test.
6.Testing Laboratory: Includes laboratory name, complete address, and contact information.
7.Recordkeeper Contact: Information of the person responsible for maintaining test reports.
Data Quality Reminder: The above 7 fields are core fields checked by the CBP system. Any omission or inaccuracy may lead to failure of release.
The CPSC officially provides two filing methods, both completed via the customs ACE system. The fundamental differences between the two methods are as follows:
Method A: Full PGA Message Set
1.Applicable Scenarios: Samples, small batches, non-stable shipping sellers.
2.Core Features:
(1). Directly transmits all 7 core data fields + customs entry data to ACE in one go.
(2). Simple operation, suitable for low frequency.
(3). Requires re-submitting complete data for every customs clearance.
(4). Does not support reuse, relatively large repetitive workload.
Method B: Reference PGA Message Set
1.Applicable Scenarios: Multi-category, high-volume, regular shipping sellers.
2.Core Features:
(1). Register all data in the CPSC official registry system once.
(2). Obtain 3 identifiers (Certifier ID / Product ID / Version ID) which can be reused later.
(3). Only submit identifiers during customs declaration, significantly shortening declaration time.
(4). Supports batch entry and cross-batch reuse.
(5). Heavy initial registration workload.
Selection Recommendation: Low shipping frequency, single product line Choose A; Multiple SKUs, stable shipping, long-term compliance route Choose B.
Electronic data enters the CPSC risk assessment engine through the ACE system Risk passed Released.
Is filing not required if the product is not in the 600 HTS list published by the CPSC?
A: It is not an absolute exemption.
1.This list is suggestive rather than exclusive.
2.As long as a product is regulated by any CPSC mandatory standard, it must be filed.
3.It is recommended to use "whether cpsc testing or certification is required" as the benchmark for judgment.
Who submits the eFiling?
A: The importer is the legally responsible entity.
1.Importers can authorize customs brokers or third-party agents to submit on their behalf.
2.Legal liability remains with the importer, and authorization does not transfer liability.
What is the substantive impact of eFiling on sellers?
List of Four Major Changes:
❌ Paper/scanned certificates are no longer accepted.
❌ One certificate per entry, model-bound (cannot use one certificate for multiple models).
✅ Compliance front-loaded: Valid certification first + electronic filing then customs clearance.
Non-compliance risk spikes: Delays, cargo detention, returns, fines.
Is retrospective filing required for already sold products?
A: No retroactivity.
1.Goods arriving newly after July 8, 2026, require eFiling.
2.Existing inventory already in warehouses is not affected.
To help enterprises transition smoothly, it is recommended to proceed according to the following rhythm:
Step 1: Sort out the SKU list and identify products regulated by the CPSC.
Step 2: Complete standardized archiving of CPC/gcc certificates (ensure all 7 data fields are complete).
Step 3: Choose the filing method (A or B) based on shipment volume.
Step 4: Method B users complete registration in advance via the CPSC Product Registry.
Step 5: Interface data connections and workflows with customs brokers.
Step 6: Establish internal certificate data management SOPs.
Core Value: eFiling will bring accelerated customs clearance, document electronization, cost reduction, and controllable risks—provided that data is accurate and processes are front-loaded.
