CPSC-accepted third-party laboratories can provide one-stop CPC/gcc certification services for your product exports. Starting July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) will mandate the implementation of the CPSC eFiling product registry for regulated imported consumer products.
CPSC has launched a self-registration process, allowing importers to create account in the CPSC Product Registry system directly, without needing an invitation letter from CPSC to establish a business account.

eFiling is a CPSC initiative designed to enable importers of regulated consumer products to electronically submit (eFile) certain data elements from certificates of compliance to U.S. Customs and Border Protection (CBP) via the Partner Government Agency (PGA) Message Set format upon import.
Simply put, eFiling is a U.S. requirement to submit product safety certificates online prior to the cargo arriving at the dock. This helps identify high-risk shipments early, thereby accelerating the customs clearance of compliant products.
CPSC provides two compliance filing channels to accommodate different business operations:
Submit all 7 core data elements at once directly through CBP’s ACE customs system. Ideal for companies with few SKUs and single-category individual filings.
7 Core Data Elements:
Product ID
Citation Codes
Date of Manufacture
Place of Manufacture
Product Test Date
Testing Laboratory Information
Point of Contact Information (Record Keeper)
Operation Flow:
Company compiles documents
Submit [7 Core Data Elements + Valid CPC/gcc certificate] to the customs broker
Customs broker logs into ACE system, enters complete data item by item, and submits filing
System automatically verifies the information
Verification passed → Electronic filing receipt generated
Goods arrive at port → Cleared and released using the receipt
Pre-store full certificate data in the CPSC Product Registry system in advance. During customs clearance, you only need to submit three pieces of information: Certifier ID, Product ID, and Version ID. The system will automatically retrieve the registered data. Ideal for companies with numerous SKUs and batch shipments, saving time efficiently.
Operation Flow:
Company compiles 7 core data elements
Log into the CPSC Product Registry platform and input information
Review passed → Obtain three sets of codes: Certifier ID + Product ID + Version ID
Company provides only the [Three Sets of IDs] to the customs broker
Customs broker links IDs in ACE system and submits filing
System automatically retrieves registered information for verification
Verification passed → Receipt generated
Goods arrive at port → Cleared and released as normal
