Amazon PPWR EU Packaging Regulation Guide

On August 12, the EU Packaging and Packaging Waste Regulation (PPWR) will officially take effect. All sellers selling packaged goods in the EU must complete EPR compliance registration. Failure to comply will lead to severe penalties including listing removal and restricted selling privileges. Less than 3 months remain before enforcement. Registration approval periods have been prolonged across multiple EU countries. Sellers who have not started compliance procedures shall take immediate action.

 

Basic Introduction to PPWR

PPWR is a new EU packaging regulation officially effective on August 12, 2026, gradually replacing existing national packaging directives of member states.

 Core Goal: Promote circular economy, cut packaging waste, and enhance packaging recyclability and reuse rate.

 Core Principle: Extended Producer Responsibility. Any party placing packaged goods on the EU market shall take charge of packaging waste collection and disposal.

 Key Change: Unified regulation applicable to the whole EU instead of separate national rules, featuring stricter compliance standards and broader coverage.

 

Three Core Points of Amazon New Rules

Clear Responsible Entity

Anyone selling packaged commodities within EU territories is deemed a producer and bears accountability for packaging waste recycling.

Expanded Registration Scope

Sellers shall obtain PPWR registration numbers corresponding to destination countries of order delivery, including Germany, France, Italy, Spain, the Netherlands and other nations.
Note: Registration is mandatory even without activated local storefronts as long as cross-border deliveries are generated.

Complicated Compliance Procedures

Mandatory steps include official registration, packaging volume declaration, environmental fee payment and information submission on respective Amazon store backends with country-specific filings required.

 

Consequences of Non-compliance on Amazon

 Product Suspension Risk: Non-compliant listings may be forcibly removed from sale.

 Restricted Selling Access: Sales permissions will be limited in countries without valid PPWR registration numbers.

 Pan-EU Logistics Disruption: Products without valid registrations in Germany, France, Italy, Spain and the Netherlands cannot join Pan-EU logistics program, resulting in massive traffic loss.

 

Steps to Upload Registration Numbers After Completion

1. Access Seller Central → Performance → Account Health → Regulatory Compliance

2. Click Submit Compliance Information on the upper right corner

3. Select EPR Compliance - Packaging and upload country-specific PPWR registration numbers

Registration numbers must be submitted separately on corresponding storefronts and cannot be shared cross-nationally.
Latest Update: Austrian packaging registration numbers are acceptable for submission on German backend. Amazon is launching compliance entry access for more EU countries successively.

 

Special Registration Requirements for Spain PPWR

Timeframe & Mandatory Requirements

Local Spanish NIF tax identification number is a prerequisite for registration

 NIF Tax Number Application: Approximately 8 weeks

 Packaging Regulation Registration: 8 to 10 weeks

 Total Processing Period: Around 4 to 5 months

Urgent Reminder

Initiate Spanish compliance procedures immediately if unfinished. Timely application still allows registration completion before the August 12 deadline. Further delay will cause missed compliance schedule.

 

The official enforcement of EU PPWR regulation has entered countdown. With escalating EU environmental supervision, EPR compliance serves as the essential threshold for commodities to enter the European market.
