ASTM F963-16/17 and CPSIA Standards

Recently, Amazon has conducted targeted inspections of children's products and toys. Products that fail to comply with the standards set by the U.S. Consumer Product Safety Commission (CPSC) face the risk of being delisted. To avoid such penalties, Amazon sellers are strongly advised to promptly obtain or update their cpsc certificates, complete ASTM F963-16/17 testing, and ensure cpsia compliance to prevent unnecessary losses.

Scope of Testing and RegULations (ASTM F963-16/17)

The following toy safety aspects are governed under ASTM F963-16/17 and have been approved by the CPSC as of July 3, 2020:

5. Cords, Straps, and Elastics(except flying toys under 4.14.4) — Section 4.14

6. Expanding Materials— Section 4.40

7. Folding Mechanisms and Hinges— Section 4.13

8. Hemispheric Objects— Section 4.36

9. Accessibility of Holes, Gaps, and Moving Parts— Section 4.18

10. Pinch Hazards in Handles and Steering Wheels— Section 4.39

11. Nails and Fasteners— Section 4.11

12. Plastic Films— Section 4.12

13. Pom-poms— Section 4.35

14. Projectile Toys— Section 4.21

15. Projections (excluding bath toys)— Section 4.8

16. Rattles with Rounded, Spherical or Bell-Shaped Ends— Section 4.23.1

17. Simulated Protective Devices(excluding labeling/instruction requirements) — Section 4.19

18. Small Parts(excluding labeling/instruction requirements) — Section 4.6

Lead Testing in Children’s Products:

1. Metal Jewelry:CPSC-CH-E1001-08 and/or .08.1/.08.2/.08.3

2. Metal Products:Same as above

3. Non-metal Products:CPSC-CH-E1002-08 and/or .08.1/.08.2/.08.3

 

Lead Paint Regulation:

16 CFR Part 1303 (CPSC-CH-E1003-09 or .09.1)

 

Other CPSC Requirements:

Testing & Certification Process
