Australian SAA and RCM Certification Requirements

Manufacturers engaged in foreign trade and cross-border e-commerce often fall into traps: lighting fixtures, power supplies, and home appliances shipped to Australia are detained during customs clearance or removed from store shelves. The root cause is mostly confusing the SAA safety certificate with the RCM access mark. Many people think choosing one of the two is enough, but in reality, their functions are completely different, and neither can be missing for high-risk products.

1. What is SAA?

The full name of SAA is Standards Australia. Commonly known in the industry as "SAA certification," its essence is the AS/NZS Australian and New Zealand electrical safety standard test + Certificate of Conformity (CoC). Issued by JAS-ANZ accredited laboratories or certification bodies (such as saa approvals, SAI, TÜV, etc.), its core purpose is to verify product protection against electric shock, fire, and mechanical hazards, thereby eliminating electrical safety risks.

  • It is a certificate, not a mark: There is no "SAA mark" on the market; simply printing the certificate number on the product label is sufficient.

  • Validity period: The certificate is valid for 5 years and requires review and renewal upon expiration.

  • Mandatory prerequisite for high-risk products: For EESS Level 3 high-risk categories, an saa certificate must be obtained first before RCM registration can be completed.

  • Applicable products: AC-powered electrical products such as lighting fixtures, power adapters, chargers, home appliances, and plugs.


rcm certification: Mandatory in Australia & New Zealand

1. What is RCM?

RCM stands for Regulatory Compliance mark. It fully replaced the old C-Tick and A-Tick starting in 2016 and is the only mandatory compliance mark throughout Australia and New Zealand. A single rcm mark integrates three major compliance requirements:

  • Electrical Safety: SAA Certificate / Safety Report

  • EMC Electromagnetic Compatibility: AS/NZS CISPR standards

  • RF Radio Frequency: Additional requirements for products with WiFi and Bluetooth

2. Strict Rules

  • It is a mark, not a certificate: The rcm logo must be printed on the product itself and its outer packaging, with a minimum size of ≥5mm. Without RCM, sales and customs clearance are strictly prohibited.

  • Must be equipped with a local Australian agent (ARGP): Chinese factories and overseas manufacturers cannot register for RCM independently. A local Australian enterprise holding an ABN (Australian Business Number) is required to act as the responsible supplier. They are in charge of EESS system registration, retaining technical documents, and responding to regulatory spot checks.

  • Mandatory control: All categories of electrical products are under mandatory control; lacking the mark will lead to cargo detention, fines, and product recalls.

EESS Three-Level Risk Classification and Compliance Solutions

  • Compliance requirements: EMC test + safety test report, complete RCM registration, and affix the RCM mark.

  • Level 3: High Risk (Highest risk, strictest regulation)

  • Representative products: Power adapters, chargers, high-power heating appliances.

  • Compliance requirements (full set required): SAA safety certificate + EMC test + EESS system registration + RCM mark. Without SAA, registration cannot be completed.

V. Product Compliance Solutions

  • Standard LED Lighting Fixtures (Level 2): EMC test + Safety report + Australian agent RCM registration; affix RCM to the product.

  • Power Adapters / Chargers (Level 3): SAA safety certificate + emc report + RCM registration; indicate the SAA certificate number on the label.

  • Electric Kettles & Small Heating Appliances (Level 2/3): The level is determined based on power and structure; high-power heating models require SAA.

  • Purely Mechanical Non-Electrical Products: No SAA, no RCM required; they are not regulated by electrical regulations.

The compliance supervision of electrical products in the Australian market is tightening year by year. Before shipping, cross-border sellers and factories must first determine the EESS risk level of their products, prepare a full set of documents including SAA, EMC, and RCM, and partner with a formal local Australian agent.
