Definition of Cosmetics

Daily cheMICal industrial products applied to the human body surface such as skin, hair, nails, lips and so on by smearing, spraying or other similar methods for the purpose of cleaning, protecting, beautifying and modifying.

Classification of Cosmetics

Special Cosmetics: Including cosmetics for hair dyeing, hair perming, freckle removing and whitening, sun protection, anti-hair loss, as well as cosmetics claiming new efficacy.

General Cosmetics: Cosmetics other than special cosmetics (such as general skin care/hair care, body care, nail care, hair removal, deodorant, perfume, color cosmetics and other products).

Note: Products for hair nurturing, breast enhancement or bodybuilding are not classified as cosmetics.

Requirements for Cosmetics to Be Marketed in China

At present, except for cosmetics sold via cross-border e-commerce channels which are exempted from registration and filing, cosmetics sold through other channels (except ordinary beauty soaps) must complete cosmetics registration or filing with the National Medical Products Administration (NMPA) or local medical products administrations before being marketed and sold.

The state implements registration management for special cosmetics and filing management for general cosmetics.

Requirements for Cosmetics Registration and Filing Documents

In accordance with the Provisions for the Administration of Cosmetics Registration and Filing, the following materials shall be submitted for cosmetics registration and filing application:

• Product implementation standards

• Product name information

• Product label draft

• Product formULa

• Product inspection report

• Product safety assessment data

JJR Testing Cosmetics Laboratory has the CMA qualification and CNAS accREDitation (China National Accreditation Service for Conformity Assessment), and is listed as an accredited cosmetics laboratory by the National Medical Products Administration.

The cosmetics laboratory is fully equipped with physical and chemical laboratory, microbiology laboratory, toxicology laboratory and efficacy evaluation laboratory.
