General Cosmetics: Cosmetics other than special cosmetics (such as general skin care/hair care, body care, nail care, hair removal, deodorant, perfume, color cosmetics and other products).
Note: Products for hair nurturing, breast enhancement or bodybuilding are not classified as cosmetics.
At present, except for cosmetics sold via cross-border e-commerce channels which are exempted from registration and filing, cosmetics sold through other channels (except ordinary beauty soaps) must complete cosmetics registration or filing with the National Medical Products Administration (NMPA) or local medical products administrations before being marketed and sold.
The state implements registration management for special cosmetics and filing management for general cosmetics.
