The US CPSIA Actenforces some of the strictest safety controls on children’s products worldwide. All children’s footwear exported to the United States must pass chemical tests for lead, phthalates, and other substances, as well as physical safety assessments, and be accompanied by a CPC (Children’s Product Certificate). In recent years, over 30% of product recalls due to excessive hazardous substances involved footwear. 4. CPSIA Test Package Examples for Children’s Footwear

Chemical Safety Testing

1. Lead content: Lead in surface coatings and substrates (limit ≤ 90 ppm / 100 ppm)

2. Phthalates (plasticizers): DEHP, DBP, BBP, and three other types (limit ≤ 0.1%)

3. Cadmium content: Cadmium in surface coatings and synthetic materials (limit ≤ 75 ppm)

4. Formaldehyde release: Verify free formaldehyde levels meet standards for infant/toddler footwear

5. Other hazardous substances: BISphenol A (BPA), polycyclic aromatic hydrocarbons (PAHs), etc.

 

Physical Safety and Label Compliance

1. Small parts testing (to prevent choking hazards)

2. Tensile strength testing for laces, buttons, and other accessories

3. Review of product labels and warning statements for compliance
