California Proposition 65 (CA65) has been in effect for over 20 years, with the primary goal of reducing public exposure to toxic chemicals. It allows California residents to take action to eliminate carcinogenic and reproductive toxic substances from consumer goods and industrial products. Since the proposition was enacted, numerous lawsuits related to toxic chemicals in consumer products have emerged, leading to a wave of regulatory standards across the United States. Products containing known carcinogens or reproductive toxicants must carry clear and reasonable warning labels to minimize human exposure.
Proposition 65 imposes limits on various products, including:
- Jewelry
- Apparel
- Bags and luggage
- Sports mats
- Toys and childcare articles
- Ceramic and glassware
- Aluminum cookware
- Bicycles and accessories
- Electrical devices and wiring/cables
Lead is one of the most commonly restricted substances.
All products sold in California—textiles, toys, groceries, food-contact products, electronics, etc.—are subject to Proposition 65. There are no fixed limits for listed harmful chemicals; rather, the requirements depend on the chemical substance and product category.
To apply for CA65 testing for toy products, the following documents and materials are needed:
1. 2–3 sets of samples
2. Product user manual
3. Bill of Materials (BOM)
4. Test application form (provided by the testing agency)
The general process is as follows:
1. Confirm the testing items, cost, and timeline.
2. Fill in the test application form (provided by our company; an electronic version is sufficient).
3. Arrange the samples (send the required test samples by courier).
4. Once samples are received, testing will be arranged (conducted by JJR Laboratory in China).
5. Draft report confirmation (a draft report will be provided for customer review before issuing the official report).
6. Report delivery (the final report is available in both hard copy and electronic format. The hard copy is couriered, and the electronic version is sent via email).
Typically, it takes about 1 week to complete the CA65 testing for standard products. However, the timeline may vary depending on the complexity of the product.
CA65 certifications do not have a strict expiration date. However, since the regulations are updated regularly, the CA65 report must be updated accordingly. Older versions will become invalid as new standards are enforced.
